MAIN PURPOSE OF THE JOB
Working under the leadership of the Chief of Party, this position is responsible for program implementation, performance management, and ensuring that staff are aligned with the SAFEMed vision, goals, and plans to achieve program impact. The DCOP shall take over leadership and oversite of the project in the absence of the COP. The DCOP will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration between project work streams and among technical and operational teams. S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to clients. S/he will be responsible for timely producing high-quality quarterly and annual reports and documentation of project successes and lessons learned for local and international audiences. S/he will also second the COP in stakeholders’ engagement and building solid relationships and collaborations.
MAIN DUTIES AND RESPONSIBILITIES
Project Management:
- Provide technical leadership and managerial oversight for the project and ensure efficient implementation and monitoring of project activities.
- Ensures project interventions’ design and implementation are guided by data and building on regular project performance reviews with a view to achieve impact.
- Work in close coordination with the project team to ensure coordinated and effective operational support for the project, including serving as point person on maintaining and advising on Smartsheet, SAFEMed’s project management software.
- When necessary, act in the place of the COP.
- Set direction and coordinate annual implementation plan development, implementation, and review.
- Guide project staff in leveraging project and non-project resources through establishing partnerships and networks.
- Direct efforts to write concept notes and new programs to address emerging health and programming challenges identified.
- Coordinate and collaborate with home office resource staff, as applicable.
Client and stakeholder management:
- Maintain a results-oriented, problem-solving culture that engenders trust and respect and builds USAID/Ukraine confidence in MSH’s ability to get the job done.
- Working with COP and the technical team leads, ensure ongoing, transparent, and smooth working relationships with the Ministry of Health, its state agencies, and other government entities.
- As dictated by the annual implementation plan, support the COP to facilitate close coordination with other USAID projects, other donors, and technical assistance agencies.
Project Documentation and Reporting:
- Coordinate preparation of project annual and quarterly reporting and other ad-hoc reporting to donor, the Government of Ukraine, and MSH home office.
- Provide oversight and support to the work of the monitoring, evaluation, and learning (MEL) team, to ensure timely, accurate, and high-quality results reporting, documenting and learning as per the donor-approved MEL plan.
- Provide oversight and support to the communication team to ensure timely high-quality communication products.
- Provide oversight in documentation of project activities that involve keeping the project technical files and trackers on SharePoint up-to-date and comprehensive.
- Provide oversight in comprehensive filing of project documentation on USAID DEC and MSH institutional memory database.
- Ensure the project is actively and efficiently documenting and communicating project achievements, learning and results; identify opportunities to showcase SAFEMed work (i.e., calls for abstracts) and ensure quality of all documentation developed.
People Management:
- Promote a team approach that emphasizes high performance, innovation, achievement of personal and project goals, and a collegial approach that focuses on assisting one another to succeed.
- Advise the COP in alignment between available personnel and ongoing work plan needs and for emerging scopes of work from the donor. This includes opportunities to realign responsibilities, secure additional MSH home office support, and source external support through consultancies or other means.
REQUIRED EDUCATION
- Required:BS, fields of public health, medicines, supply chain, or related field
- Preferred:MS, fields of public health, medicine, supply chain, or related field
REQUIRED EXPERIENCE
- A Minimum of 10 years experience in planning, managing, and providing technical support and capacity building to large complex projects with significant public health, pharmaceutical, or related field. Preference is given to those working in pharmaceutical systems strengthening.
- Supervision and management of senior-level professionals
KNOWLEDGE AND SKILLS
- Experience leading USAID or other international development programs with a proven record of leadership in technical intervention design and implementation management.
- Demonstrated knowledge of the latest developments in advancing good/best practices in pharmaceutical systems strengthening, including supply chain management.
- Excellent client management skills with demonstrated capacity for negotiation and collaboration with senior government officials.
- Excellent communication skills, including preparing and giving presentations.
- Proven ability to use data and evidence-based information to guide implementation and achieve results.
- Fluency in written and oral English and Ukrainian.
- Demonstrated computer competency and knowledge of MS Office products.
