About the role:
The Senior Director serves as a member of the Strategy, Business Development, and Partnership Unit, is the primary point of contact for USAID NextGen Global Health Supply Chain (GHSC) Comprehensive Technical Assistance (TA) IDIQ and someone whom USAID may contact directly for related procedural and substantive matters. The Senior Director is responsible for assembling and leading task order (TO) preparation and capture for RFTOP solicitations including facilitating external industry thought leadership products and other positioning. They will also be the person with the primary responsibility for technical aspects of the IDIQ contract performance, procurement processes for all task orders, key personnel, reporting across task orders, gathering lessons learned, coordinating with other GHSC awardees within the NextGen suite, and other management related requirements of the contract.
Specific responsibilities include:
Business development and market intelligence (40%)
- Leads response to solicitations and task order requests (RFTOPs), developing technical strategy and engaging consortium partners in opportunity preparations and intelligence gathering and sharing.
- Leads or delegates/oversees the development and execution of capture/ positioning strategies and proposal development for priority opportunities, including all proposal deliverables and milestones according to organizational policies and practices.
- Identifies and address Organizational Conflicts of Interest (OCI) during design phase and applying potential consortium solutions; track OCIs and mitigation measures across opportunities and task orders.
- Leads business cases for specific opportunities and makes decisions for specific strategic opportunities/proposals associated with or mirroring GHSC TA.
- Manages GHSC TA pipeline forecasting process and dashboards using Salesforce to support organizational business goals.
- Conducts, tracks, and shares (with SBDP and community of practice) market research and analysis on pharmaceutical systems strengthening (PSS) and supply chain services industry news and developments, as well as target client, stakeholders, partners, and competitors.
- Leads/contributes to regular landscape briefings for organizational decision makers.
- Represents MSH at industry events.
- Grows networks of international and local leaders, partners, and potential staff/consultants.
- Proactively engages with key stakeholders, donors, and potential local and innovative partners; leads engagement strategies and strategic thinking into the brand and organizational approaches.
- Engages with/facilitates other departments to anticipate, track, and curate organizational technical resources and skills needed for IDIQ and other related opportunities.
Marketing and promotion (20%)
- Actively engage with consortium partners and look for ways to promote the work, achievements, and innovations of the consortium; proactively advance and pitch consortium thought leadership and cutting-edge ideas to USAID.
- Leads and progresses marketing plan and engage task order and country teams in active marketing, gathering, and sharing of data analysis and learning.
- Actively communicates and engages with other NextGen Awardees and industry leaders to cultivate and streamline relationships and understanding and proactively address challenges.
- Initiates and leads high level events promoting IDIQ achievements and consortium partnerships.
IDIQ management and learning (40%)
- Transitions teams from design to implementation phase and ensures rapid quality start up of task orders; monitors and tracks start up challenges and learning through SBDP processes.
- Leads central management and oversight of task orders under this award, ensuring quality assurance, working collaboratively and often with USAID/W and Mission staff, Directors, technical officers, Contracting Officers, and meet and consult regularly with the IDIQ COR.
- Provides technical and administrative support and guidance to task order directors and ensures quality assurance measures and technical requirements are carried out.
- Participates and contributes to program reviews and proactively anticipates challenges and shares solutions across task orders and like projects.
- Reports to USAID technical and contract personnel in accordance with USAID reporting requirements, including NextGen Control Tower requirements.
- Ensures quality and control methods in a consistent and transparent manner across task orders and related work and bi-laterals.
- Coordinates work, data analysis, and learning across IDIQ task orders, other similar bi-laterals and work, and other NextGen suite awardees.
- Facilitates and tracks progress on task order risk and OCI mitigation plans.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION:
- Advanced degree in public health, pharmacy, supply chain, business administration or related field
REQUIRED MINIMUM EXPERIENCE:
- Minimum of 12 years (with Masters) of experience of working with pharmaceutical systems strengthening and/or supply chain services, sector assessments, strategic planning, project management, institutional capacity strengthening, program design, monitoring, and evaluation.
- Minimum of 10 years of project management experience in an international development context.
- Must have demonstrated experience managing USAID projects of a similar size and scope (greater than $100 million award); multiple LMIC experience.
- Strong familiarity with business development/proposal development processes and leading bids.
- Able to provide vision, direction, and leadership in working with and bringing together performance improvement and disparate technical areas that span all regions of the world.
- Must have strong writing and oral presentation skills, and be knowledgeable about the overall technical, administrative, and logistical responsibility for the effective, efficient, and timely implementation of all activities undertaken.
- Knowledge management and M&E/CLA experience will be a plus.
- Proven track record in growing business networks and successful relationships with partner organizations, donors, and other external stakeholders.
- Demonstrated success in managing cross-functional and multi-cultural teams.
KNOWLEDGE and SKILLS:
- Comprehensive understanding and knowledge of public health and international development, health systems strengthening, pharmaceutical systems strengthening and/or supply chain services.
- Ability to identify and assess strategic partnerships, and to proactively undertake efforts to continually strengthen and expand international and country partnerships that anticipate emerging trends and opportunities.
- Knowledge of Salesforce platform to drive business and networking a plus.
- Proven track record of meeting deadlines with attention to detail and quality. Ability to multi-task and manage multiple, competing priorities in a time-sensitive environment and staff in remote locations.
- Knowledge and skills in leading business and proposal development.
- Strong written and verbal English communication skills. French or Spanish language skills a plus.
PHYSICAL DEMANDS:
- Ability to accommodate international and US travel, as needed.
