MSH seeks a Monitoring & Evaluation (M&E) Specialist for a $24 million, 5-year, USAID-funded project in Guinea that will improve delivery of quality reproductive, maternal, newborn, and child health (RMNCH) services. USAID will expand access to family planning and reproductive health services and the integrate these services with malaria prevention, diagnosis, and treatment services by increasing service availability; strengthening referral linkages; increasing availability of prevention, care and treatment; and improving access.
This position is contingent upon project award and funding.
Specific Responsibilities
- Provide in-country technical leadership and support for monitoring and evaluation and knowledge management. These tasks include, among others:
- Ensure the integration of M&E activities into all project components.
- Collect, report and analyze information on project activities.
- Ensure timely and complete reporting from partners in accordance with approved reporting formats.
- Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
- Assist the Chief of Party in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s M&E requirements.
- Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
- Collect data for annual M&E plan and use those data to improve project performance.
- Adapt and implement tools and techniques to improve the quality and use of data for decision making.
- Compile information on lessons learned and expertise within and outside the project.
- Provide M&E capacity building to selected stakeholders and sub-contractors participating in project activities (government, CBOs, NGOs).
- Develop a detailed M&E annual work plan to build technical and managerial capacity of project.
- Based on the capacity building work plan mentioned above conduct monthly seminars, hands-on training, mentoring and coaching for project staff.
- Design and implement operations research.
Qualifications
- Must have a Master’s degree in public health, or a relevant discipline.
- S/he should have a minimum of five years of professional experience in a monitoring and/or evaluation role with an international development organization.
- S/he must also be able to demonstrate ability in data analysis, project design, monitoring, and evaluation of development activities.
- Experience developing results frameworks, logical frameworks, or similar tools for project design, is required.
- Experience developing and/or using performance management plans, or similar tools is required.
- Must have demonstrated knowledge of and experience in monitoring and evaluating programs—including indicator development, study design, and data analysis—in multiple sectors.
- Experience using knowledge management software or database is highly desired.
- Must be fluent both in English and French. The candidate must possess at least an equivalent to the Foreign Service Institute level 3/3 proficiency in English and French language skills.
