The Project Specialist provides management support to the Deputy Project Director of MSH's Leadership, Management, and Governance Project (LMG). The Project Specialist works closely with project and partner staff in the development, implementation, monitoring, and evaluation of activities. This position will support many of LMG's activities funded by USAID's Global Health Bureau.
Specific Responsibilities

Operation Support (40%)

  • Ensure that all technical and operational inputs required for successful implementation of programs under the Project Specialist's responsibility are in place, that the programs run smoothly, adhere to technical quality, fulfill programmatic objectives within budgetary guidelines, and comply with contractual requirements and applicable regulations. This will include coordinating consultancies, organizing communication with MSH field staff and other local partners, and managing the planning and logistics of various events and trainings.
  • Regularly review financial reports with the LMG senior management team.
  • In conjunction with assigned Monitoring & Evaluation Officers, develop high-quality M&E plans, monitor programs' results, and support evaluation and communication activities.
  • Keep LMG senior management informed of project activities, challenges, strategic plans, and team dynamics.

Technical Support (40%)

  • With the support of the Deputy Director, ensure appropriate integration of technical approaches and tools into program design and contribute to technical or management cross-fertilization within LMG and MSH.
  • In collaboration with LMG colleagues, develop work plans and budgets closely aligned with programs' technical design and in compliance with established standards and procedures.
  • Monitor program implementation and use of resources.
  • Support the LMG team in the design, implementation, and monitoring of programs to achieve the results assigned by USAID/W.

Communication & Reporting (15%)

  • Maintain communications and collaboration with USAID and other donors and stakeholders, Cooperating Agencies and other technical assistance organizations, host-country institutions and other clients, and other MSH staff, in relation to the programs under his/her responsibility. This will include contributing to and coordinating content on LMG's website and in other communications materials.
  • Provide clear documentation of programmatic achievements of project activities, including USAID and other donor reporting requirements, TraiNet data, LMG communication materials and technical reports.

Miscellaneous (5%)

  • Other duties required.

  • Bachelor's Degree and 3 years' of experience or Master's Degree and entry level.

Preferred

  • Experience with project and/or activity-based budgeting.
  • Overseas project management or administrative management experience in headquarters of international organization or in developing country.
  • Educational or professional experience in public health.

**Knowledge and Skills
**

  • Strong interpersonal skills, demonstrated ability in consensus building and the ability to working team.
  • Fluent English required. Ability to speak second language preferred.
  • Strong computer skills; MS Office Suite, MS Project, Power Point preferred.
  • Strong writing and editing skills.
  • Familiarity with leadership, management and governance technical areas strongly desired.

Competencies

  • Ability to work independently and take initiative.
  • Ability to learn and apply complex program procedures with exceptional attention to detail.
  • Ability to interpret and apply donor requirements appropriately.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Demonstrated good judgment for decision making.
  • Demonstrated ability in consensus building and the ability to lead a team in a fast paced environment.
  • Demonstrated ability to communicate clearly and appropriately with donors and other partners to resolve issues.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.

Physical Demands

  • Less than 10% travel requirements.
  • Keyboard use, Pulling drawers, Lifting papers 10lbs.
