United States of America: Principal Technical Advisor Supply Chain Management

• Provide technical advice for the design and implementation of innovative strategies and programs to strengthen pharmaceutical supply chain management systems and commodity security strategies in developing countries receiving support from SIAPS (Systems for Improved Access to Pharmaceuticals) countries;
• Provide support to the technical staff assigned to specific supply chain activities to ensure quality control;
• Work closely with other Principal Technical Advisors and Portfolio and Health Element Managers to identify opportunities to use new and existing tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on country-level needs;
• Provide technical support for the development and/or analysis we say of supply chain management technical approaches and strategies, which may involve work in commodity security, quantification, procurement, inventory management, warehouse management, distribution and transport, and logistics management information systems and performance monitoring;
• Facilitate the coordination of supply chain management initiatives with partners and collaborators;
• Plan, organize, and conduct training courses covering supply chain technical areas;
• Support the development and implementation of appropriate capacity building strategies in line with the corporate approach to build the capacity of individuals and local institutions to implement pharmaceutical management interventions;
• Support techniques to ensure cost-effective sourcing of health commodities; disseminate lessons learned, research findings, publications, and other development and communications activities;
Job Requirements
Qualifications
• Master's Degree or foreign equivalent in supply chain management, pharmaceutical management or related field such as pharmaceutical services and medicines control.
• Five (5) years of experience, gained at any time, in the position offered or as a Deputy Chief of Party, Pharmaceutical Manager or Pharmaceutical Representative/Advisor.
The 5 years of experience must include:
• Analyzing and implementing measures to improve commodity security, supply chain management and health care logistics systems development and strengthening in developing country context, forecasting and quantification, procurement management systems, storage and distribution, transportation, LMIS, governance and organizational systems for supply chain management for at least country-wide pharmaceutical distribution;
• Supporting international public health by leading projects for supply chain management and systems strengthening including those related to the implementation of reproductive health, maternal, neonatal and child health (MNCH), HIV/AIDS, Malaria, TB prevention, care, and treatment programs in developing countries;
• Leading or managing U.S. government funded multi-country supply chain projects that support procurement, distribution and management of health commodities including Malaria, HIV and AIDS, TB and maternal, neonatal and child health (MNCH) including experience in managing USG funded projects;
• Managing and supervising technical staff in supply chain projects;
• Implementing public health programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank; and
• Assessing priorities and managing a variety of activities in a time-sensitive environment and meeting deadlines with attention to detail and quality.
Physical Demands
• International and domestic travel up to 30%.
