The primary accountabilities of the Senior Manager are a) to be the administrative supervisor for the Senior Technical Advisors and b) to support the Senior Technical Advisors as a member of his/her project leadership support team. Both accountabilities are guided by the context of the Decentralization and Accountability Model (DNA) and its principles of Empowerment, Efficiency, and Effectiveness and Accountability and Authority (3E+2A).

The Senior Manager oversees the President's Malaria Initiative funding (USG 5% assistance to Global Fund grants) to the Leadership, Management and Governance Project, supervising 8+ Senior Technical Advisors in West and Central Africa and Lao PDR and reports to the Health Programs Group (HPG).

The Senior Manager is a member of the Project Support Team. S/he leads the Project Support Team, assesses the quality of support provided to the Senior Technical Advisors by the team, and, when necessary, escalates issues regarding the Project Support Team performance to the respective and appropriate level of supervision.

Support to Senior Technical Advisors (40%)

  • Provide strategic leadership and management support to Senior Technical Advisors (STAs) to deliver high quality results and value for money.
  • Support STAs in the development of a comprehensive projects/country risk management strategy, periodic monitoring, and update to ensure project risks are identified, assessed, prioritized, mitigated, and monitored.
  • Ensure the STAs are aware of, and comply with, all donor and National Malaria Control
  • Program regulations and MSH policies, procedures and standards (technical, contractual).
  • Support and coach STAs to navigate political environment and local context, and manage clients and stakeholders.
  • Support STAs as they support National Malaria Control Programs.
  • Ensure STAs are effectively supported from the virtual Project Support Team (Senior
  • Manager, Technical Support Lead and Project Support Officer) by escalating issues with the operating rhythm or efficiency of the team.
  • Communicate to VP, HR, (and other stakeholders as necessary) all issues related to employment and performance of STAs that require escalation.
  • Understand the project environment, network of stakeholders, constituents and counterparts and support STA in the management of that relationship and develop a strategy for his/her own interactions with the same.
  • Foster a good relationship with donors and stakeholders by communicating with them, as often as necessary but at least quarterly with PMI, to ensure MSH is being responsive in addressing issues and exceeding expectations.
  • Foster cohesion between PM team and Senior Technical Advisors.

Senior Technical Advisor Performance (20%)

  • Actively monitor project performance (technical, management/operations, and stakeholders management) and solicit staff's, clients', and stakeholders' direct feedback and suggestions at least every six months to identify issues. Address issues in a timely manner and proactively look at/for emerging issues.
  • Work with Senior Technical Advisors to develop capacity in key jointly identified performance areas.
  • Participate in project reviews of how STAs are leading and be accountable for any manager appropriate follow-up actions.
  • Perform all administrative management responsibilities associated with role of STA manager.
  • Work with STA to develop clear Performance Objectives and Professional Development
  • Goals and actively monitor and discuss these objectives throughout the year and evaluate their attainment during the annual Performance Review.
  • Ensure the Senior Technical Advisors participate in the development and implementation of the Project Risk Management Plan and the Country Risk Management Plan.
  • Ensure the Senior Technical Advisors are responsive to internal audit follow up in collaboration with the Project Support Officer.
  • Provide continuous performance development feedback to Senior Technical Advisors on operational, leadership, and management competencies.
  • Solicit periodic feedback from client and stakeholders and maintain effective and continuous engagement with stakeholders.

Synergy and Cross-Fertilization (40%)

  • Ensure performance reporting that reinforces reflective thinking and learning (including from failures).
  • Ensure partnership of project team with HSI and RMIOL in embedding common processes, standards and good practices.
  • Ensure and monitor project performance improvement based on learning and adoption of proven practices.
  • Report on synergies, themes, insights about assigned region to appropriate stakeholders and partners.
  • Monitor TSL and PSO performance and provide feedback to the program groups and OCE/ICP.
  • Organize and chair periodic meetings of the project support team (STA, SM, TSL and PSO) to assess quality of support, and ensure coordination and alignment with the DNA, and the 3E+2A principles.
  • Actively contribute to the Country Strategic Roadmap, stay current on its implementationand ensure project's full cooperation and integration into its development, implementation and evaluation.
  • Ensure the Senior Technical Advisors collaborate with and support country-level initiatives and processes, and synergies between projects and COMUs, although the STAs are not based within the MSH country platform.
  • Coordinate with other Senior Managers and other Project Support Teams.
  • Represent the interest of the Project at the Home Office and translate these into his/her daily work on leading the project.
  • Participate in new business strategy, positioning, and proposals.
  • Partner with the STA in the development and execution of project and MSH positioning (project, country, technical and political).
  • Partner with PLI in preparation and execution of internal reviews, and ensure timely execution of follow up actions.
  • Partner with client and donor for preparation and execution of external evaluations.
  • Partner with Internal Audit for preparation and execution of internal audits and ensure timely resolution of issues identified.
  • Partner with Strategic Communications and Policy & Advocacy to capture and publicize impact.
  • Lead the work necessary with STAs to develop a portfolio analysis and management of ongoing innovations included in multiple projects.
  • Partner with PLI to optimize and harmonize operation research activities across projects; guarantee aggregation, compilation and dissemination of new knowledge and evidences.

Education:

  • Required: A postgraduate degree in a field of study relevant to technical area.
  • Preferred: Master's Degree or PHD

Experience:

  • Required: 10 – 15 years of relevant and related experience.
  • Preferred: At least 10-15 years senior-level management experience in strengthening organizational performance for health programs in developing countries, or related field. At least 5 years of this experience must have occurred while working in a developing country delivering health projects/programs.

Knowledge and Skills

  • Proven track record in financial management of international projects and in senior-level project management of large and complex projects overseas.
  • Proven experience in new business development.
  • Strong writing and oral presentation skills in English and French as appropriate for the portfolio of countries under supervision.
  • Experience in the management of USAID-funded activities.
  • Understanding of USAID and field Missions; USG audiences, trends and requirements.
  • Knowledge of and experience in the management of PMI and Global Fund activities.
  • Significant experience as a Senior Project Manager supervising professional staff.
  • Successful experience working in a home office environment.
  • Strong interpersonal skills and a demonstrated capacity to collaborate with colleagues, teams and partner organizations to achieve results.
