The M&E Principal Advisor, PLI works under the direction and supervision of the Senior Director, PLI. S/he supports the Sr. Director in the accomplishment of the PLI functions related to results-based project design, monitoring for project implementation, project evaluation, implementation research, and health impact assessment. The M&E Principal Advisor serves as the technical point person for strengthening the M&E function across projects implemented under the Health Programs Group (HPG) at MSH. In addition, the Principal Advisor works together with technical teams and managers for systematizing M&E approaches across HPG and the wider MSH in alignment with PLI policies and M&E standards adopted by MSH. The Principal Advisor also contributes to the compilation, analysis and documentation of aggregated results at output and outcome levels and contribution to long-term health impact from the portfolio of HPG projects. Finally, the M&E Principal Advisor works in alignment with PLI processes and guidelines towards creating and fostering an “evaluative thinking” culture across HPG and the wider MSH and contributes to PLI efforts in becoming a learning organization.
Specific Responsibilities
M&E project support (50%)
- Provide support to business resource development /proposal teams in designing robust M&E approaches that are responsive to programmatic rationale to systematically measure performance and achievement of outcomes throughout the life of the project. This includes development of PMPs, implementation research studies, process documentation and evaluation approaches.
- Develop M&E capacity to design and implement M&E systems and implementation research at project level.
- Develop and implement a quality assurance system across MSH projects under HP to systematically increase quality of data for project implementation, reporting, monitoring and documentation.
- Support the development of project management information systems that are in synch with overall MSH enterprise information system.
Implementation research (15%)
- In coordination with technical leads and PLI Senior Director, work with health systems strengthening (HSS) and other technical staff in the design, conduction, analysis, interpretation and documentation of implementation research studies in technical areas (i.e., RMNCAH, TB, Malaria, HIV, non-communicable diseases) and on HSS areas of relevance to MSH projects.
Project documentation (25%)
- Lead and support systematic documentation of processes and lessons learned (successes and challenges) for projects implemented under the HP group.
- Build capacity among MSH staff (in-country and home office) in systematizing process and lessons learned documentation in technical areas of relevance to MSH projects.
Project evaluation (10%)
- Provide M&E support in the design and implementation of internal and/or external evaluations conducted to assess performance and effectiveness of MSH programs at project, country and corporate level.
Work with technical teams and researchers to ensure adherence to ethical research and evaluation standards in all activities related to program evaluation and implementation research conducted at MSH.
Master's Degree or similar postgraduate education in a field of study closely related to the assigned responsibilities is required.
A minimum of eight years of related experience to the assigned responsibilities is required.
Experience in international/global public health is required.
Significant experience providing M&E support to USAID-funded global health projects implemented in low-resource settings. Specifically designing and monitoring performance monitoring plans at the project level.
Significant experience in designing, conducting and documenting evaluations (formative, process, performance or impact) for projects implemented in low-resource settings in at least two of the following technical areas: family planning/reproductive health; maternal, newborn and child health; HIV; TB; malaria; nutrition, health systems strengthening, non-communicable diseases.
Track record in designing, conducting, analyzing and documenting implementation research studies in at least two of the following technical areas: family planning / reproductive health; maternal, newborn and child health; HIV; TB; malaria; nutrition, health systems strengthening, non-communicable diseases.
Strong experience in designing M&E systems for USAID-funded global health project, including identification of appropriate tools for quality assurance, tracking of anticipated results, and information systems to manage M&E data.
Hands-on experience in developing M&E capacity of in-country and home office staff for the entire M&E function at the project level.
Strong experience in designing and developing M&E systems at proposal development stage. This includes developing the overall project M&E approach that is responsive to the programmatic rationale as described in results frameworks or similar tools; developing M&E plans, performance monitoring plans and any other tools and/or approaches needed for developing a robust M&E function for new projects.
Preferred:
- Twelve years of progressively responsible experience is preferred.
Knowledge and Skills
- Track record experience in monitoring and evaluation (M&E) of international/global health projects implemented in low-resource settings.
- Expertise in monitoring and evaluating health systems strengthening (HSS) interventions in any of the six HSS building blocks from the World Health Organization.
- Strong skills in quantitative and qualitative data analysis for international/global health projects.
- Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA).
- Experience with at least on statistical package software for qualitative data analysis (Nvivo, Atlas.ti, Dedoose or similar ones).
- Proficiency in at least one foreign language (French, Spanish or Portuguese) is required.
Competencies
- High degree of judgment in maturity, ingenuity and originality to analyze, interpret, and present M&E data and programmatic results at individual project and aggregated levels.
- Excellent interpersonal and communications skills, including ability to work and interact with country based, home office based and donor staff.
- Excellent writing skills for documentation of programmatic processes and lessons learned during project implementation and close out phase.
- Excellent analytical and oral communication skills.
- Demonstrated flexibility and openness in responding to changing work priorities and environment.
Physical Demands
- Keyboard use, pulling drawers, lifting papers <10 lbs.
- Travel Requirements.
