The Technical Advisor (TA) for Pharmacovigilance (PV) and Rational Medicines Use (RMU) supports the Senior Technical Advisor (STA) in the planning, implementation and evaluation of all SIAPS activities related to improving quality, safety, effectiveness, and rational use of medicines in Ukraine. Under the direction of the STA, the TA provides technical assistance to the Ministry of Health, State Expert Centre (SEC), State Administration of Ukraine on Medicinal Products (SAUMP), civil society organizations and other stakeholders in the areas of PV and RDU especially as they relate to HIV and Tuberculosis (TB) in addressing regulatory and rational use issues of medicinal products for those conditions. The TA assists the STA in the design and implementation of technical approaches, tools, workshops and advocacy events related to the promotion of medicine quality, safety and rational use. He or she ensures the timely and quality delivery of all SIAPS products and activities related to Pharmacovigilance and rational medicines use.
Specific Responsibilities
DUR
- Support the STA in management of the DUR process in the design and implementation of technical approaches, tools, workshops and advocacy events related to the promotion of medicine quality, safety and rational use.
Active Surveillance
- Support the STA in establishment of Active Surveillance in the design and implementation of technical approaches, tools, workshops and advocacy events related to the promotion of medicine quality, safety and rational use.
EML
- Support the STA in the development of EML in the design and implementation of technical approaches, tools, workshops and advocacy events related to the promotion of medicine quality, safety and rational use.
Qualifications
- Bachelor’s degree in medicine, pharmacy, or other public health related discipline.
- Minimum six (6) years progressively responsible experience in pharmaceutical management and/or public health.
Preferred:
- Master’s degree in medicine, pharmacy, or other public health related discipline.
Knowledge and Skills
- Understanding of the basic concepts and principals of Pharmacovigilance and rational drug use.
- Familiarity with public health, TB, and HIV/AIDS programming, data collection, analysis and presentation.
- Previous experience in developing of training materials and the delivery of training sessions.
- Experience working with the MOH and national level organizations.
- Fluency in spoken and written Ukrainian; spoken and written English not lower than upper intermediate; knowledge of Russian is helpful.
- Demonstrated computer skills; knowledge of appropriate methods for data analysis and reporting.
- Skills & knowledge to write technical reports, documents and power points in English and Ukrainian.
- Experience working with USAID-funded programs is highly desirable.
