Uganda: Director, Health Services Delivery, RHITES-E

MSH is seeking candidates for a five-year USAID/Uganda health service integration program in Uganda. The goal of the Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) project is to increase utilization of health services by strengthening systems; improving quality; increasing availability of, access to, and demand for quality services; and supporting the health sector to sustain the high rate of utilization in the Eastern Region. The health services that will be supported will include HIV, TB, malaria, nutrition, family planning, OVC, GBV, and maternal, neonatal, child and adolescent health care. Preference will be given to applicants with relevant experience in Uganda. This position is subject to project award and funding.

The Director of Health Service Delivery will lead project initiatives to increase understanding of high quality, high impact health interventions and services. S/he shall directly assist the Chief of Party in the design, implementation, monitoring, and documentation of the implementation and impact of these interventions.

Specific Responsibilities

  • Design and lead technical understanding of initiatives to improve districts, health facilities and their served communities’ capacity to deliver high quality, high impact health interventions and services.
  • Design and lead technical understanding of MoH essential package of services, PEPFAR/USAID priorities, and other innovations
  • Design and lead technical understanding of initiatives that link HFs and communities and/or health referral networks to provide better access to essential services. Ensure a continuum of services that provide systematic referrals and counter-referrals between HF and community levels.
  • Ensure all services are aligned and delivered according to the norms and guidelines established by the MoH and donor.
  • As needed, the Director gives guidance and support to the Ministry of Health (MOH), and PEPFAR/USAID in the development of policies that promote new technical ideas and identifies and track new opportunities.
  • Supervise a team of technical advisors across a wide range of technical disciplines.
  • Review deliverables for completeness, accuracy, and continuous quality improvement.
  • Participate in the development of the project strategic and operational plans, and oversee the development and successful implementation of the service delivery annual work plans.
  • Participate in and play a leading role in project reporting and analysis and use of strategic information
  • Monitor program implementation, including internal and external client satisfaction, using quality assurance tools developed in collaboration with related programs within the project.
  • Ensure that the project consistently deliver superior technical solutions to clients.

Qualifications

  • Advanced degree in public health or a relevant discipline. Clinical training (MD or Nurse) preferred.
  • A minimum of eight years of experience with progressively increasing responsibility in supervising and leading highly successful service delivery and technical assistance health and preferably HIV programs in diverse geographic locations.
  • Experience in OVC and gender issues, including gender based violence, in Uganda and experience with integration of their services into health projects and services.
  • Demonstrated expertise and experience in service QI approaches.
  • Experience in monitoring, evaluation and public health research.
  • Experience and expertise in designing and implementing successful facility and community based integrated health services.
  • Depth and breadth of technical expertise and experience in designing and implementing high impact HIV and health services in Uganda or in a similar setting.
  • Experience working in decentralized health and HIV service delivery within sub-Saharan Africa.
  • Experience working with Ministries of Health at various levels in the health sector, and an understanding of their structures, systems and policies.
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
  • Must be an effective public speaker; able to present to small groups as well as larger audiences that could include donors, partners and/or MoH staff.
  • Excellent cross-cultural interpersonal skills. Proven ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
  • Ability to travel within Uganda as required.
  • Fluency in written and spoken English and demonstrated capacity to effectively communicate and document, including the writing of quality reports and detailed analysis of strategic information, using computer programs such as Word, Excel, Power-point.
