The Senior Technical Advisor will work in close collaboration with the Team Leader. S/he will be responsible for providing technical support to the Ministries of Health particularly the Food, Medicine and Health Care Administration and Control Authority in Ethiopia that will ensure safety and quality of health products and services. This will focus on the regulation and developing health safety systems, policies and tools with the aim of promoting and protecting public health. S/he will collaborate with the federal level government and partners to provide technical direction of health systems strengthening strategies and interventions at the regional, and community levels to that will result in sustainable government-led greater access to public health services. S/he will facilitate the development of strategic and operational plans including the implementation to improve and sustain regional government planning, financing, health and resource management.
Specific Responsibilities
- Provides technical leadership and direction for the development and implementation of strategies and programs to support the strengthening of Medicine policy, product selection, rational use and standard treatment guides development processes as well as the development and implementation of medication safety-pharmacovigilance and pharmaceutical financing management systems, in collaboration with the Ministries of Health and the Food, Medicine and Health Care Administration and Control Authority in Ethiopia
- Build functional collaboration with the Federal Ministry of Health (FMOH) to ensure on-going health reforms are translated into regional governments systems and plans.
- Support the development of communication and promotional strategies in the public health space.
- Liaise with other Technical Advisors to ensure health safety consistently meets the quality of health products and services.
- Assessing health and safety plans, method statements, safety policies and other relevant submissions
- Assisting in the development of consistent and standardized reporting of health safety strategies.
- Working closely with stakeholders to ensure consistency of practice and quality of standards
- Provide technical inputs to the project implementation team in order to assist in reaching program goals and objectives as well as to strategically inform the decisions on project performance and future direction to the project.
- Collaborate with technical leads to provide regularly updated reports on the status of implementation against the project goals and objectives to stakeholders as required.
- Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.
- Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
- Perform other duties as assigned
Qualifications
- Minimum of master’s degree in Public Health, MPharm, Policy & Program management, or other any relevant discipline.
- 10 years’ experience in Health Systems Strengthening, with specific expertise in promoting and protecting public health.
- At least 8 years’ experience in the development of strategic and operational plans with senior management teams in Ministries of Health and/or related Departments.
- Proven capability in developing communication and promotion strategies in the public health space.
- Strong conceptual and analytical skills and an ability to apply these in continually improving programme activities and performance.
- Well-developed capacity to provide supportive supervision to a broad range of technical areas.
- Strong management, organizational and co-ordination skills.
- Outstanding leadership and team building skills.
- Highly dynamic networking and relationship building skills including experience building consensus among diverse actors.
- Excellent working knowledge of relevant Statutory Legislation, regulations and Ethiopia standards, Approved documents.
- Excellent communication (written and oral), interpersonal and teamwork skills, and ability to relate to others confidently.
- Meeting deadlines, multi-tasking and being flexible to adapt to changing priorities.
- Proficiency in MS Office packages, particularly Word, Excel, Outlook and PowerPoint.
- Fluent written and oral English language skills.

Management Sciences for Health (MSH) is seeking a Senior Technical Advisor, Health Safety for a potential DFID funded programme in Ethiopia named Sustaining and Accelerating Primary Health in Ethiopia (SAPHE). The programme is aimed at sustaining and accelerating the pace of improvement in adolescent, maternal and child health as well as improving the functionality of primary health care units; reduce health inequalities and increase domestic financing for health. SAPHE will adopt two modalities to achieve its objectives:
The first modality is a performance fund which will be administered and implemented by Federal Ministry of Health (FMOH) of Ethiopia for: enhancing the skills of primary level health care providers; increasing the availability of essential medicines; and, improving the readiness of primary health care units for providing quality adolescent, maternal and child health care.
The second modality is provision of technical assistance to the FMOH for: implementing of the HSTP’s Health Transformation Agenda; promoting and protecting public health by ensuring safety and quality of health products and services; effective implementation of the National Health Financing Strategy (NHFS, 2015-2020) for improving financing, particularly domestic financing for health; and, refining and scaling up community and social health insurance schemes for improving financial protection against unplanned health expenditure.
