Reporting to the Vice-President of the Pharmaceuticals and Health Technologies Group (PHT), the Director plays a strategic role in ensuring the successful management of PHT's financial and operational resources. The Director is a key member of PHT's senior management team and collaborates and coordinates with PHT project leads on risk management activities, and advises on financial aspects of PHT Business Development. He/she works collaboratively with all MSH Groups and Offices to support MSH's DNA model and the implementation of MSH-wide initiatives and strategies and is responsible for the successful execution of special projects and change initiatives within PHT.
SPECIFIC RESPONSIBILITIES:
PHT Group Financial Management (40%)
- Oversee the development of the PHT annual work plan and budget. Work with key PHT staff to ensure the harmonization of PHT's budget and work plan activities. Engage with other Group and Office colleagues to ensure that the PHT annual planning process is collaborative, transparent and integrated with MSH's Strategic Objectives.
- Liaise with Atlas FP&A Unit to provide the VP and senior management team with monthly indirect budget reports, including on-demand analysis of trends and issues in indirect spending, budget performance, forecasting and labor utilization.
- As a member of the PHT senior management team lead the formulation of medium- and long-term budget strategies and financial forecasts for PHT.
- Collaborate with BRD leads and other senior management staff to track growth and proposal development targets and assure alignment with MSH's strategic goals for diversification and institutional growth.
Provide VP with review and sign off of cost proposals for PHT submissions to ensure integrity of cost proposal with technical strategy and implementation and that value for money is provided in our offering to the donor.
Support the VP with annual MSH processes including annual merit and salary adjustment cycle and other corporate initiatives affecting financial management of PHT and its projects. In coordination with the Senior Director for Project Management liaise with Atlas to ensure projects receive sufficient support for successful project financial management.
Operations and Risk Management (20%)
- Liaise with PHT's PRIME Unit to assure operational support to PHT projects is provided and in line with PM@MSH corporate standards. Also coordinate PHT activities to assure all of its projects adhere to MSH standards for risk management, with specific focus on financial management risk.
- Coordinate with PHT's PRIME Unit to provide projects with orientation to and training on Risk Registers and Risk Mitigation Action Plans.
- Serve as a technical resource to MSH projects on financial risk mitigation, liaising with MSH Internal Audit to be sure that project implementation considers current and effective internal control processes.
Assist Technical Support Leads to be sure that risk management issues are considered with project design in MSH proposals.
As needed, travel to countries to review and support improving controls when issues are uncovered by internal audit that require immediate attention.
Financial Management Technical Assistance to Projects (25%)
- Provide technical assistance for projects with specific scope of work needs related to financial management; such assistance may include capacity assessment and building, oversight and training of non-U.S. sub-award or sub-grant recipients.
- Serve as resource for financial planning and analysis needs for the organization, in coordination with Atlas FP&A unit.
- Support PHT BRD financial planning and budgeting needs, including serving as the PHT Budget Liaison for PHT proposal development when needed.
Special Projects (15%)
- Act as manager for special Projects within PHT, including change management initiatives.
- Represent the VP on MSH change management initiatives as needed.
- Manage resource needs for special research analysis activities, which may include supervision of small pool of staff available to technical and project staff for research and analysis.
Plan and execute changes in PHT Standard Operating Procedures and operations in line with corporate change initiatives and ensure that PHT is compliant with policies as a result of changes.
Postgraduate required. Postgraduate degree can be substituted by 10 or more years of progressive experience in financial management experience.
10 years progressively responsible experience with related experience in financial management of USG funded projects with a significant international activities and presence.
Preferred:
- Experience in international public health highly preferred.
- Master's degree in finance, business administration, accounting or similar field preferred.
Knowledge and Skills
- Demonstrated managerial and supervisory experience; demonstrated success in working collaboratively with program, finance and operations staff toward the achievement of project and organization objectives.
- Strong interpersonal and communication skills, with demonstrated ability to lead teams, to support and train a diverse cadre of staff, and to maintain a very high level of quality of work within a dynamic environment.
- Prior work experience with aspects of federal cost reimbursement practices, such as the Federal Acquisitions Regulations (FAR) and USAID Regulations, highly desirable.
- Excellent technology skills including extensive experience with spreadsheet, financial analysis, database, dashboard, and word processing tools and applications. Familiarity with accounting software, particularly QuickBooks, Serenic Navigator and/or Microsoft Navision highly desirable.
- Fluent English required; working knowledge of other languages highly desirable.

Physical Demands
- Ability to travel internationally as needed up to 30% of the time.
