The Sustainable Development Goals (SDGs) and international commitments offer the opportunity to move towards integrated models of service delivery to improve equitable coverage and quality of high impact interventions. Acknowledgement that the client's experience of health care has great impact on the demand for health services provides an opportunity to work with health service delivery units on issues around respect and dignity. Health managers, researchers and policy makers are calling for innovative approaches to reframe, and re-conceptualize integrated packages of care using the life cycle approach. This will include co- designing and co-creating interventions that empower clients using a Human-Centered Design, group care and other creative approaches. Models of care should aim to better understand the needs of clients by observing how they actually interact with the health system. The goal is to better enable patients to have the experiences they desire as people and clients—ultimately driving engagement, demand for and satisfaction with services. Current evidence demonstrates that new models of care can lead to improvement in coverage, utilization, respectful care, quality and empowerment, as well as facilitate scale up of public health programs including RMNCAH high impact practices even in LMIC.
MSH has extensive experience health system strengthening at all levels of the health system, including service delivery. MSH is looking for an outstanding professional who can lead the service delivery and quality of care initiatives with focus on new models of care that provide integrated solutions.
The Senior Director, Service Delivery and Quality of Care reports to the Senior Director of the HPG Technical Unit and is situated within the Health Systems Strengthening cluster. This position will work closely with the VP for HPG on special initiatives and will position HPG and MSH to address emerging needs by piloting alternative models to ANC and PNC, and link that with inequity, respectful care, non-communicable diseases, improved data capture and analysis and quality of health interventions at scale at different levels of the health system. S/he will develop a portfolio of work that demonstrates our emerging leadership in this area and will develop strategies for strengthening programs in health organizations in the public and private sectors in low and middle income settings, in particular to improve private sector engagement co-designing interventions.
Specific Responsibilities
Thought leadership (30%)
- Develop new strategic approaches to service delivery client care
- Analyse all RMNCAH/TB/HIV/NCD programs across MSH and distil approaches to addressing issues of integration, quality and scale
- Work with the Performance, Learning and Impact (PLI) to review and provide guidance on standard indicators new models of care and ensure that project performance monitoring plans are in line with latest thinking in the technical area
- Develop work plans and metrics; establish quarterly and annual data collection and reporting mechanism for specific portfolio of activities
- Develop and implement implementation research with country based projects in coordination with MSH's Program Learning and Implementation Unit
- Provide high level strategic technical assistance to MSH global and bilateral projects around service delivery and quality of care
- Identify and attend events and represent MSH at policy/advocacy/communication forums as speaker/presenter
- Contribute to the global public health knowledge base by preparing case studies and technical briefs, and leading efforts to ensure MSH is published in peer reviewed journals in areas related to MNCH.
- Develop and implement implementation research with country based projects in coordination with MSH's PLI Unit
- Communicate concepts client centered care through a variety of mechanisms, including the MSH website, fact sheets, publications, and blogs
- Act as technical strategy lead to projects you had identified and developed and others within your technical area
Portfolio development (50%)
- In conjunction with the VP for HPG develop a strategic plan for establishing and growing our service delivery and quality of care activities to address issues of access and coverage
- Identify and develop funding opportunities in conjunction with the Program Development and Strategy team and technical unit
- Ensure that MSH is at the right fora to demonstrate our technical leadership in the area of service delivery and quality of care and identify potential funding opportunities
- Serve as Technical Strategy Lead (TSL) for MSH proposals
- Provide technical inputs into proposals and lead positioning with donors through thought leadership, event planning, presentations, blogs and other social media outlets, including tweet on a regular basis.
- Build and maintain strong relationships with key players among US Government (USG) and non-USG donors and partners
- Identify potential strategic partners and funders, keeping in mind diversification of MSH's portfolio
Staff supervision and monitoring of staff (Up to 20%)
- Supervise designated technical staff ensuring their effective performance – when you identify and build a team, based on funding opportunities
Monitor junior staff
Post graduate degree in a public health-related field with specialized training and/or experience relating service delivery and models of care. D. preferred.
A minimum of 15 years of related experience is required.
Significant relevant experience in international public health, and systems strengthening in developing country context required.
Demonstrated experience working with and familiarity with international donors required.
Preferred:
- 15 years of progressively responsible experience is preferred.
- Minimum 10 years health system experience or comparable, familiarity with Group ANC model or other relevant experiences.
- Demonstrated experience in health systems strengthening with emergency obstetric care planning and implementation preferred.
- Experience in operations, implementation or other types of research.
- Demonstrated experience in managing and supervising technical staff.
Knowledge and Skills
- Broad knowledge and strong understanding of international development and non-profit environments, donors and competitors, preferably in Health.
- Experience in policy and strategy formulation and execution; strong project management skills.
- Knowledge of USAID (experience with other donors a plus).
- Superb analytical, interpersonal and communications skills (listening, speaking and writing).
- Previous experience in operating at this level and partnering with senior leadership throughout an organization.
- Publication record in peer reviewed journals desired.
