United States of America: Senior Technical Advisor, Pharmaceutical Management Information Systems

This position provides technical assistance aimed at successful planning, launching, and implementation of pharmaceutical management information systems and strengthening the capacity of policy makers and decision makers at all levels of the health system to effectively use pharmaceutical systems data for decision making. This position will support multiple projects that Pharmaceutical and Health Technologies Group (PHT) operates and may contribute to business development efforts. We are looking for an experienced technical advisor who has significant and relevant expertise and experience in data collection, analysis, visualization and use for decision – making in the context of emerging and low and middle income countries.

Specific Responsibilities

Support to Country Programs and Projects (70%)

  • Provide technical assistance in the area of strengthening national pharmaceutical management information systems.
  • Support and coordinate launching, implementation, and scale-up of information system software products at country level in multiple countries.
  • Support countries to assess their existing data collection, analysis, visualization and use policies and practices and provide technical support to improve pharmaceutical sector decision making processes.
  • Support countries and regional programs to develop and implement initiatives to improve use of pharmaceutical information for decision-making that takes into account global efforts in health system data visualization and use.
  • Support countries for the development and implementation of technical approaches, tools and strategies for pharmaceutical management information systems strengthening.

Support PHT Initiatives in implementation and management of information systems (15%)

  • In collaboration with the PHT Director for Software Products and Digital Health, provide guidance and support for the development and implementation of appropriate electronic and/or paper- based tools.
  • Support various PHT group wide initiatives for strengthening information systems and data use.

Report program outcomes, disseminate lessons learned and practices (10%)

  • Participate in developing appropriate program metrics for the measurement of the outcome and impact of implemented system interventions: seek opportunities for dissemination of lessons learned, research, publications, and other development and communications activities.
  • Participate in the development of reports on pharmaceutical systems initiatives in accordance with the M&E plan, objectives, and USAID intermediate results.
  • Support the development and review of operations research protocols and facilitate multi-country studies in common technical areas; and facilitate sharing of technical approaches across assisted countries.

Supervise Staff (10%)

  • Supervise technical staff as assigned.

  • Post-Graduate degree in the field of information technology and system design with experience in design, implementation, and management of management information systems in health sector or degree in a health related field with extensive experience in information system design, implementation, and management, in low-resource country settings.

  • Minimum of 7 years working in international public health systems strengthening with demonstrated engagement with relevant regional and international bodies and associations.

Knowledge and Skills

  • Significant relevant experience in health systems especially in one or more of the areas of pharmaceutical information systems, management information systems, data analysis, data visualization, and capacity building in use of data for decision making in the context of developing countries is required.
  • Relevant experience in international public health with experience in pharmaceutical services and systems strengthening preferred, particularly those related to the implementation of reproductive health, MCH, HIV/AIDS, Malaria, NTD, TB prevention, care, and treatment programs in developing countries.

  • Willingness and ability to travel up to 30% of the time.
