Managing the delivery of full life cycle recruiting and staffing on a worldwide basis and leading proposal efforts for all bid types. Lead Talent Acquisition initiatives for continuous improvement.

Specific Responsibilities

Full life cycle recruiting (65%)

  • Lead the recruitment process to identify top talent for MSH vacancies for assigned positions in assigned countries, as well as US-based positions in Medford, MA, and Arlington, VA. Activities include: Conducting internet and database searches; networking both internally and externally; recruiting at professional association conferences, and selected college career days and panels
  • Be responsible for the full spectrum of recruitment activities from initial job identification to initial on-boarding of new employee. Work with individual MSH hiring managers to define recruitment needs in the context of staffing plans; assist in the development of clear job descriptions, work closely with the hiring manager to develop recruitment strategies; and keep hiring managers and applicants informed
  • Negotiate and extend job offers which align with MSH’s compensation philosophy and collect all appropriate documentation and approvals to comply with MSH policies
  • Create a positive candidate and hiring manager experience through the full cycle of interviews, offer, and acceptance and beyond

Proposal recruiting (20%)

  • Lead proposal activities from positioning through start-up. Partner with Center and BRD staff to develop collaborative relationships for bid management. Drive the staffing component of proposals to include advising on staff selection and presentation as well as identifying appropriate personnel and collecting all documentation in accordance with client and MSH regulations

Process Improvement (10%)

  • Lead initiatives which contribute to the improvement of the overall talent acquisition function to include process improvement, documentation and training

Field recruitment (5%)

  • Travel periodically to our international locations to participate in field recruitment activities

Qualifications and Experience

  • BA or equivalent experience
  • 6 years of relevant experience (or MA and 2 years)

Knowledge and Skills

  • Demonstrated success leading talent acquisition efforts for employee groups of 500+ employees
  • Demonstrated ability to lead complex talent acquisition activities and manage change initiatives
  • Advanced knowledge of HR and recruiting functions, practices, and approaches to include sourcing, research, and cold calling experience with wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, trade journal/newspaper advertising, employee referral campaigns, job fairs and outplacement firms
  • Excellent collaborator skills and ability to work effectively across organizational units
  • Demonstrated ability to work, manage, and meet competing deadlines
  • Effective written and verbal communication skills required. Capable of managing conflict and conflicting views
  • Knowledge of MSH recruitment standards and practices preferred
  • AIRS Certification strongly preferred
  • Ability to travel internationally to areas in which MSH works and domestically up to 25%
  • Proficiencies with Applicant Tracking Systems, MS Office Suite, and Human Resources Information Systems
