The Contract Analyst assists with contract development and compliance matters for assigned Country Portfolios and with the administration of sub awards for selected sub awards. He/she assists contract staff in various activities including subcontract/sub grant/sub agreement solicitation management and negotiation, ensuring compliance with donor regulations in contract and subcontract/sub grant/sub agreement matters, training and assistance with compliance matters, subcontract/sub grant/sub agreement management and subcontract budget integrity checking. The Contract Analyst adheres to the MSH Code of Business Ethics and Conduct in all activities. Occasional international and domestic travel is required.

Specific Responsibilities

Sub Award Administration (35%)

Under the primary direction of Senior Contract Officer/Contract Officer, perform all subcontract/ sub agreement administration and management functions for assigned contracts/ sub grants/subcontracts/sub agreements (here after referred to as “sub awards”) per written delegated authority from the Senior Contract Officer. In conjunction with project management staff with review and approval and with mentoring and coaching fromContract Officer(s) assigned to countries:

  • Assist in preparation of sub award solicitation documents, and assist in management of the solicitation process when required.
  • Review pre award survey results, and assist to create the compliance monitoring plan.
  • Develop, negotiate and sign sub awards and modifications as reviewed and approved by Senior Contract Officer, including assisting with determining any special conditions based on the risk analysis.
  • Develop amendments to sub awards in accordance with regulatory changes, changes mandated by the project reductions or increases to the SOW as reviewed and approved by Senior Contract Officer.
  • Assist the Contract Officer with educating sub awardees on donor regulations, monitoring compliance with the terms and conditions of the sub award, performing spot checks and providing follow up training as necessary.
  • Review and approve sub award invoices for assigned projects as reviewed and approved by Senior Contract Officer.
  • Review provisional and indirect cost rate adjustments and reconciliation for subcontract invoices as needed. At the Contract Officer with the facilitation of sub awardee indirect rate approvals by Deputy CFO or designee.
  • Review and monitor advance and track liquidation of advances.
  • Assist the Contract Officer with integrity checks for sub award budgets for increase of decrease in scope of work and internal purpose and/or end of project pipeline budgets.
  • Ensure subcontracts and modifications are entered into Navigator.
  • Document sub monitoring in accordance with the sub monitoring plan.
  • Analyze LOE expended and projected to ensure compliance with LOE caps when required for sub awards in portfolio.

Award Management Support (35%)

  • Provide support to contract staff in the administration and management of large, complex contracts/agreements.
  • Assist the Contract Officer with tasks for integrity checks for MSH budgets for submission to USAID and other donors as needed to assist FP&A.
  • Assist in monitoring project trackers as required (templates approved by Standards group).
  • Maintain electronic and hardcopy files to demonstrate compliance for projects in portfolio.
  • Monitor deliverables tracker to ensure trackers are current and updated by the Project Director.
  • Assist the Contract Officer with determining daily rates of compensation for consultants proposed for work on assigned projects.
  • Assist Contract Officer to draft requests for approval to donors and/or primes.

Research and Documentation (20%)

  • Research, and document Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), and 2 CFR 200. In addition perform other types of research, and prepare written responses to questions posed by internal and external stakeholders (for example: allowable costs, compliance with regulations, etc.) reviewed and approved by Senior Contract Officer.
  • Under review and supervision from the contract officer, prepare initial responses to internal and external audit questions.

Training (10%)

  • Assist to formally and informally educate MSH staff on contract compliance topics.

Qualifications and Experience

  • Bachelor’s degree in a related field
  • 2 years of related experience

Preferred:

  • 2-4 years of related experience

Knowledge and Skills

  • Working knowledge of donor regulations including 2 CFR 200, FAR and AIDAR
  • Experience drawing conclusions from research and documenting findings
  • Strong computer skills, and advanced knowledge of spreadsheets and word processing. Microsoft preferred

Physical Demands

  • Keyboard use, pulling drawers, lifting papers <10 lbs.
