Overview

Management Sciences for Health (MSH) is seeking a Director of Monitoring and Evaluation for the Empowerment and Inclusion Support Mechanism (EISM), an anticipated umbrella solicitation and management mechanism. The purpose of the project is to support a range of management, technical, and administrative tasks to achieve and sustain progress in reaching vulnerable and marginalized populations in developing countries. The program will include two components: umbrella grant management to support activities of nongovernmental organizations that increase access to quality services by vulnerable populations; and a governance and capacity strengthening elements intended to train service providers to ensure quality in services; strengthen capacity of local implementing organizations; support legal and policy reform; evaluation, research and dissemination of findings; and support for joint planning processes, workshops, and meetings. Successes of programmatic outcomes would increasing the number of individuals reached through grant programs; risk reduction among those populations; and strengthened community capacity to support vulnerable populations. As well, the program would more generally strengthen capacities of communities, NGOs, and governments to provide services, to protect and promote the rights of vulnerable and marginalized populations, and to expand access to opportunities that support their full participation in society.

This position is contingent upon project award and funding.

Specific Responsibilities

The Director for Monitoring and Evaluation will oversee the monitoring and evaluation (M&E) system for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID systems and MSH policies. The Director of M&E will be expected to develop a strong monitoring and evaluation plan consistent with USAID results frameworks, coordinate the collection of data from EISM grantees including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators.

S/he will also be responsible for building the capacity of national CSOs, FBOs and NGO grantees to effectively monitor program implementation as well as other stakeholders in the collection, utilization, and dissemination of data. Ensuring that all monitoring and data collection activities are harmonized and information is shared. S/he will also assist the government to monitor programs and assess the robustness of implementing organizations’ data collection and M&E mechanisms. The Director will also oversee junior M&E staff and will work with partners to implement the project’s implementation research agenda.

SPECIFIC ACCOUNTABILITY

  • Design and implement the Project’s M&E system in close coordination with the technical team, including the development of performance indicators, setting annual targets, monitoring project progress against annual targets, ensuring timely data collection and data quality, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  • Provide inputs to the technical team in order to assist in developing program goals and objectives as well as M&E tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction of the project.
  • Support grantees to select indicators and design and implement baseline data collection as needed.
  • Develop and implement a data quality improvement system for the project focusing on the systematic strengthening of quality for all program data.
  • Provide regularly updated reports on the status of implementation, according to project goals, objectives and indicators, to the COP, USAID and other program managers as required.
  • Collaborate with the project technical team in prioritizing project activities, processes and/or outcomes to be documented, and design a system for capturing lessons learned and best practices.
  • Support the production of technical briefs and other technical documents on the project accomplishments.
  • Support preparations for external and internal assessments, reviews, and/or evaluations commissioned by the donor agency and MSH throughout the implementation of the project.
  • Work with consultants and partners to develop and implement the project’s implementation research agenda.
  • Manage and supervise the project’s M&E staff to assure optimal capacity and productivity.
  • Build capacity of grantee M&E staff
  • Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
  • Perform other duties as assigned.

Qualifications and Experience

  • A master’s degree in epidemiology, biostatistics, public health or a related discipline.
  • At least 8 years of demonstrated experience is required. 10 years of progressively responsible experience is preferred.
  • Previous supervisory experience highly desired
  • Excellent skills in MS Excel, Word, PowerPoint and other statistical analysis software such as STATA, SPSS are required.
  • Professional proficiency in English required; second language preferred.
  • Experience with designing, and implementing monitoring and evaluation activities for complex public health programs in developing countries is strongly preferred.
  • Experience with USG/USAID programs/projects and reporting requirements required.
  • Strong English writing skills, written and oral presentation skills required.
  • Experience in designing and implementing inclusive development programming, including use of various M & E tools and software’s.
  • Excellent command of monitoring and evaluation methodologies.
  • Previous experience implementing and managing a rigorous M&E system including developing and monitoring performance monitoring plans that track performance by sub-results/results and by funding stream.
  • Previous experience managing M&E for USAID-funded umbrella grant programs desired
  • Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
  • Knowledge of and experience in operational and/or implementation research experience highly desired.
  • Past experience leading and building the capacity of M&E officers, including remote, field-based staff, to meet program needs and deliverables is desired.
