Overview

The Monitoring and Evaluation Senior Advisor works under the direction and supervision of the M&E Principal Technical Advisor in the Performance, Learning and Impact (PLI) unit. S/he supports the Principal Technical Advisor in the accomplishment of the PLI functions related to results-based project design, monitoring for project implementation, project evaluation and applied research. The M&E Sr. Advisor will serve as a member of the M&E team in the PLI unit to further strengthening M&E function and practices across projects implemented by technical groups (HPG and PHT) at MSH.

The M&E Sr. Advisor also contributes to the compilation, analysis and documentation of aggregated results at output and outcome levels and contribution to long-term health impact from the portfolio of MSH projects. The M&E Sr. Advisor also supports PLI in designing M&E approaches for new projects during project design phases, including positioning and proposal development. Finally, the M&E Sr. Advisor works in alignment with the PLI approach towards developing and fostering an “evaluative thinking” culture across MSH and contributes to PLI efforts in becoming a learning organization.

Specific Responsibilities

M&E project support

  • Provide M&E technical assistance to projects implemented by MSH in close coordination with Project Directors, Senior Managers and Technical Teams.
  • Provide M&E ad-hoc support in the design and implementation of internal and/or external evaluations conducted to assess performance, effectiveness and/or impact of MSH programs at project, country and corporate level.
  • Participate in the development and implementation of a quality assurance system across MSH projects under to systematically increase quality of data for project implementation, reporting, monitoring and documentation.
  • Participate in the development of M&E and/or project management information systems that are in sync with the development of MSH enterprise information system.

Applied research

  • Work with other members of the PLI unit to develop capacity of MSH staff (in- country and home office) in designing, conceptualizing and conducting implementation and/or operational research studies in technical areas of priority and relevance to MSH projects.
  • Work with technical teams in HPG and PHT in developing implementation research priority agendas for technical areas of relevance to MSH technical groups and projects.
  • Work with technical teams and researchers to ensure adherence to MSH’s policy for the protection of human subjects participating in applied research conducted by MSH.
  • Develop and implement effective dissemination approaches for applied research findings for strengthening their use in project implementation, performance improvement, and evidence-based policy development and implementation.

Project documentation

  • Participate in systematic documentation of processes and lessons learned (successes and challenges) for MSH projects in alignment with MSH’s Knowledge Management approach.
  • Work with other members of the M&E team to build capacity among MSH staff (in-country and home office) in systematizing process and lessons learned documentation in technical areas of relevance to MSH projects. This includes supporting the development of technical highlights, technical briefs, case studies and manuscripts for conferences and peer-reviewed journals.

M&E support to new business development

  • Participate on business resource development /proposal teams and design robust M&E approaches that are responsive to programmatic rationale and technical approaches to systematically measure performance and achievement of outcomes throughout the life of the project. This includes development of PMPs, implementation and/or operational research studies, systematic documentation, data management and quality, and evaluation approaches.

Qualifications and Experience

Education

  • Master’s Degree or similar postgraduate education in a field of study closely related to the assigned responsibilities is required.

Experience

  • A minimum of seven years of related experience to the assigned responsibilities is required. Eight years of progressively responsible experience is preferred. Experience in international/global public health is required.
  • Track record in designing, conducting and documenting applied research studies and evaluations (formative, process, performance or impact) for projects implemented in low-resource settings in at least two of the following technical areas: family planning / reproductive health; maternal, newborn and child health; HIV; TB; malaria; nutrition; and health systems strengthening.
  • Significant experience providing M&E support to USAID- funded global health projects implemented in low-resource setting Specifically designing and monitoring performance monitoring plans at the project level.
  • Substantial experience in designing M&E systems for USAID-funded global health project that involve the delivery of capacity building interventions, including identification of appropriate tools for quality assurance, tracking of anticipated results, and information systems to manage M&E data.
  • Hands-on experience in designing and delivering face-to- face and virtual workshops, developing M&E and applied research capacity of in-country and home office staff with M&E and/or programmatic implementation roles including learning agendas, program theory, theory of change, research ethics, protocol and instrument development, and approaches to enhance utilization of research findings.
  • Substantial experience in designing and developing M&E strategies at proposal development stage. This includes developing the overall project M&E approach that is responsive to the programmatic rationale as described in results frameworks or similar tools; developing M&E plans, performance monitoring plans and any other tools and/or approaches needed for developing a robust M&E function for new project
  • Extensive experience in field-level management in healthcare settings strongly desired.

Knowledge and Skills

  • Robust experience in evaluation and applied research of international/global health projects implemented in low- resource setting
  • Expertise in monitoring and evaluating health systems strengthening (HSS) interventions in any of the six HSS building blocks from the World Health Organization.
  • Strong skills in quantitative data analysis for international/global health projects and experience in at least one statistical package software for quantitative data analysis (SPSS, STATA). Qualitative data analysis skills are an asset.
  • Solid skills and experience in using DHIS2 highly preferred. Excellent interpersonal and communications skills, including ability to work and interact with country based, home office based and donor staff.
  • Strong skills in mentoring other staff with programmatic and managerial roles
  • Excellent writing skills for documentation of programmatic processes and lessons learned during project implementation and close out phase.
  • Excellent analytical, oral communication and teamwork skills.
  • Proficiency in French is highly preferred.

  • High degree of judgment in maturity, ingenuity and originality to analyze, interpret, and present applied research data, findings and programmatic results at individual project and aggregated levels.
  • Ability to adapt to rapidly changing program environments.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.

Physical Demands

  • Keyboard use, pulling drawers, lifting papers <10 lbs., international travel
