OVERVIEW
Management Sciences for Health (MSH) is seeking a Senior Technical Advisor for a potential five-year USAID/Philippines Tuberculosis Innovations and Health Systems Strengthening Project. In line with the Philippines Strategic TB Elimination Plan (PhilSTEP1), the goal of the project is to implement game changing innovative TB detection, prevention, and treatment efforts in a country-wide drive. Partnering with the Department of Health and other stakeholders, roll out of systems strengthening activities will be undertaken with a focus on the “Patient-Centered TB-Care” activity.
This position is subject to project award and funding.
The Senior Technical Advisor (STA) is responsible for providing technical assistance to the MSH’s Philippines Tuberculosis Innovations and Health Systems Strengthening Project. She/he will serve as a resource and team member to improve staff technical capacity of the project and will work closely with members of a multidisciplinary team to ensure efficiency and effectiveness of interventions in MSH’s Philippines Tuberculosis Innovations and Health Systems Strengthening Project. She/he will be expected to employ a “hands-on” technical approach to the project and National TB Program. Specific emphasis will be placed on program management, quality DOTS implementation and DOTS expansion, focusing on increasing case detection and improving the quality of care, community-based DOTS, TB epidemiology, infection control, TB/HIV collaboration, MDR/XDR TB control and prevention. She/he is responsible for assuring a strong link between the public health and population approaches of technical assistance in TB and TB-HIV/AIDS and the development of strategic and operational plans for capacity building and access programming within country team. She/he will also provide technical assistance in coordinating other activities as assigned by the Chief of Party. She/he will be expected to maintain MSH’s professional and procurement integrity standards in all activities.
SPECIFIC RESPONSIBILITIES
S/he will be responsible for supervision of senior technical staff in the design and implementation of the project.
- Design and lead technical understanding of initiatives to improve regions, provinces, districts, health facilities and their served communities’ capacity to deliver high quality, high impact TB health interventions and services.
- Provide technical support including capacity building to project and NTLP staff focusing on specific project goals.
- Ensure knowledge transfer and capacity building in the areas of decentralized planning, operational research, M&E, supervision, quality assurance, TB, and MDR/XDR TB epidemiology.
- He/she will strengthen and implement strategies and activities that will improve operations at the central unit of the NTLP, their different programs and TB service delivery points.
- Develop approaches to improve monitoring and support supervision in collaboration with the NTLP and the quality assurance department of the Ministry of Health.
- Ensure quality program data is available for each planning cycle.
- Ensure National TB coordination activities are conducted on a regular basis with all the partners supported by USAID in the country.
- Together with the technical team, develop and implement guidelines on intensified case finding and isoniazid preventive therapy for the prevention of TB among HIV patients.
- Represent MSH on regional and national TB, TB/HIV and MDR/XRD TB working groups and at selected international meetings.
- Collaborate with the Senior M,E&L Advisor to prepare the annual and quarterly report
- Perform any other duties as may be required by the COP
QUALIFICATIONS
- Advanced degree in public health or a relevant discipline. Clinical training (MD or Nurse) preferred.
- Must possess technical expertise in TB control for at least eight (8) years with experience in implementation of the Stop TB Strategy in the Philippines. Specific orientation on DOTS, TB/HIV and PMDT programming and implementation will be an added advantage.
- Demonstrated success in achieving results leading a National TB Control Program or TB projects.
- Understanding of current key TB, TB/HIV control and MDR/XDR TB issues essential with recognized expertise in TB, TB/HIV and/or MDR/XDR TB programming, national level in developing countries essential.
- Demonstrated experience in working with Ministry of Health and other officials from the public, private and NGO sector.
- Conversant with TB technical support supervision, mentoring and other quality improvement approaches.
- Excellent English language oral and written communication skills; as well as computer skills.
- Minimum of two (2) years hands on experience preferably with USAID or other donor funded projects
- Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work.
- Work experience in Philippines is a must
