Overview
The Business Development Director provides leadership in the area of proposal development to ensure MSH is submitting the most competitive and compliant proposals, and manages the most strategically important and valuable proposals. He/she supports the Senior Director of Business Development on overall corporate strategy and annual target setting, and in managing a seasoned team within the business development unit.
The Director has specific responsibility for ensuring MSH proposals are of the highest quality and competitively responsive to donors by working with proposal teams on strategy and color reviews, and managing the bid capture/positioning and proposal development for a strategically selected portfolio of some of the most significant bids to MSH. He/she will also work with outside learning experts to deliver field and home office staff training in business development, in addition to providing ongoing guidance on business development platforms, processes, and roles and responsibilities for the continuous improvement of new business at MSH.
The Director also acts as a deputy to the Senior Director of Business Development and will oversee a team of BD staff, in addition to a pool of consultants, interns, and other resources as necessary.
Specific Responsibilities
Business Development Capacity Building and Training
- Working with the Senior Director, Business Development, serve as a thought leader and in the development of the MSH business development capacity building and training approaches by identifying areas of need; determining priorities; and developing a new business and capacity building and training program to improve performance and quality at all levels.
- Work closely with the Senior Director, Business Development to support and contribute to the organization’s priorities, mission, vision, and core values aimed at increasing MSH’s capacity to secure funding and increase the overall proposal win rate.
- Manage a team of seasoned business development staff and mentor junior business development staff. May also mentor/support MSH field leadership as they expand business development skills and responsibilities.
- Engage in the capacity building of field and home office staff on areas of strategic importance to increase the quality and competitiveness of MSH proposals. Contribute to the development, strengthening and management of systems, tools, processes, procedures and protocols necessary for successful resource development efforts.
- Perform other duties as assigned by the Senior Director of BD to contribute to the success and achievement of MSH’s new business projects and activities.
Management of the Proposal Process
- Manage every aspect of the proposal development process, including ensuring the use of business development systems, processes and best practices to develop the most responsive and competitive proposals.
- Closely monitor the portfolio of some of MSH’s most strategically valuable and/or complex proposals. These proposals will be with MSH priority public sector donors – from capture/positioning through proposal development - in areas of strategic technical and dollar value, as well as expanding into new geographic and donor territory.
- Monitor and ensure responsiveness and compliance of proposals to the solicitation using compliance monitoring and review .
- Facilitate technical strategy development of senior level technical and country staff, including development of log frames and results frameworks.
- Develop, oversee and maintain the proposal calendar, in collaboration with and oversight of a proposal coordinator, and monitor adherence to the defined process and deadlines for technical proposals, rosters/recruiting, proposal budgets, production schedules and quality standards for proposals. Work with the technical unit in charge to resolve issues with delays or other roadblocks in the proposal process.
- Monitor proposal costs and report to the proposal team on potential cost overruns and cost savings with a view to finding cost savings and value for money where appropriate.
- With the technical unit and team lead, identify potential partners. Lead negotiations of pre-teaming and teaming agreements scopes of work for local and international partners and ensure partner staffing inputs are compliant and competitive.
- In coordination with the Cost Proposal Unit staff, develop best-value cost strategies and ensure a unified strategy in both technical and cost proposals.
- Monitor and ensure staffing strategy alignment with Human Resource Management (HRM) Staff, Group managers and Sr. Director of BRD to meet staffing priorities.
- Work with proposed partners to be sure that they provide their required information as needed to support the proposal.
- Participate in, and/or lead, proposal writing as needed.
- Serve as a reviewer of MSH proposals on behalf of BD to ensure quality, competitiveness and compliance to donor requirements.
Qualifications and Experience
Education
Required:
- Advanced degree in management, business administration, public health or a relevant discipline.
Experience
Required:
- A minimum of 8 years of relevant professional experience in new business development, including management of new business development teams, systems and processes, with a focus on a diverse set of public sector donors, including USAID, CDC, DFID, and others, with a track record of success (increased win rates and revenues).
Preferred:
- 10 years of progressively responsible experience is preferred. Experience in international public health highly preferred.
- Prior experience of successfully leading significant (USD $50M or more) US government solicitations. Experience with other international government solicitations and mechanisms is highly desired.
- Proven experience working with a mature business development process and scaling it to work at many levels within an organization and with a variety of donors.
- Preference for experience managing manager-level staff.
Knowledge and Skills
- Proven track record in securing funding from international private sector businesses as well as international donor agencies, major foundations, and other international organizations working to improve public health.
- Strong organizational skills and ability to manage complex teams, precise scheduling and multiple and shifting priorities.
- Proven team leadership, supervisor and management skills.
- Strong verbal communication and presentation skills, with training/facilitation skills preferred.
- Excellent inter-personal and inter-cultural skills.
- Successful track record of proposal writing and oversight of proposal development required.
- Demonstrated understanding of current topics, trends, and institutions related to global health, is highly desirable.
- Team player who is comfortable working in a global matrix system and exerting leadership through strong influencing skills.
