United States of America: Senior Technical Advisor, HIV and AIDS

Overview

This position will join a technical team of HIV experts and serve as a technical resource to HPG and to MSH on matters related to HIV prevention and control efforts. S/he will improve our organizational capability to develop, implement, and manage HIV/AIDS projects in a variety of countries and settings with a focus on PEPFAR 3.0 priorities and strategies to achieve UNAIDS 90-90-90 goals. S/he will contribute to the development of strategies for improving the performance of HIV programs in the public and private sectors and support projects and country programs in the design and development of HIV materials and tools. S/he will contribute to business development efforts, including through research, proposal development, and collaborative strategy development, and work with the technical team, projects, and country programs to learn from, document, and communicate efforts to address HIV prevention and control challenges.

Specific Responsibilities

Technical Excellence (10%)

• Contribute to the conceptualization, development, standardization, and implementation of MSH’s technical focus by: providing inputs and practical experience to the design and development of new projects; working with technical teams of MSH professionals to ensure high quality programming; and serving as a technical resource in HIV for colleagues across the organization.
• Develop and maintain state of the art knowledge in the area of HIV through contact with counterparts in the HIV technical team, field projects, in the counterpart community, and the broader HIV community of practitioners and academics.
• Participate in the HIV technical exchange network of interested MSH staff and consultants who can organize around the vision and mission and support our efforts.
• Support efforts to increase MSH visibility and presence at strategic meetings/global forums, as appropriate.

Technical Assistance and Program Support (30%)

• Provide short term technical assistance to HIV projects on a needs basis and participate in or contribute to program interventions, transferring new and proven approaches to field staff and local partners.
• Support HIV projects in the design and implementation of approaches to develop HIV materials and tools.
• Support HIV projects to meet MSH’s Standards for Technical Excellence.
• Support HIV projects to document activities, results, and lessons learned and disseminate results.
• Contribute to MSHs knowledge base by submitting trip reports, case studies, and other documented forms of technical knowledge.
• Conduct research on state of the art approaches and technologies to inform program design.
• Work with technical staff in other centers and offices to source technical assistance for HIV programs in key areas including leadership and management, health financing, pharmaceutical management, digital health, and lab services.

Business and Resource Development (40%)

• Contribute to new business development efforts within HPG by acting as the lead for technical program design, lead writer, technical contributor, and/or reviewer of HIV proposals.
• Serve as a scheduled Technical Support Lead (TSL) on roughly two to four bids per year.
• Work in close coordination with the HIV technical team to review bid opportunities and contribute to bid strategies.
• In coordination with BRD, review PEPFAR, USAID, CDC, other donors, and private sector documents to map and track funding opportunities.
• Conduct research on the competitive landscape and incumbent performance for opportunities.
• Interact with and represent MSH HIV programs to host country counterparts, partners, and donor agencies.

Strategic Communications and Policy and Advocacy (10%)

• Draft content to communicate MSH’s approach to HIV externally through a variety of mechanisms, including the MSH website, twitter, fact sheets, policy briefs, publications, and blogs.
• Contribute to advocacy efforts for HIV at both the country and global level by supporting event planning, drafting talking points, identifying speakers, and supporting logistics.
• Identify and attend events to represent MSH at policy/advocacy/communication forums as appropriate.
• Support planning for MSH participation at major conferences related to HIV. Seek opportunities for MSH staff to participate on panels at relevant conferences or in conference steering committees.

Knowledge Exchange, and Organizational Learning (10%)

• Draft content to communicate MSH’s approach to HIV, results, and lessons learned internally through a variety of mechanisms, including Ollie, the TENs, IM, brownbags, webinars, Friday Forward, and blogs.
• Analyze project and portfolio programmatic data and present results using visualizations.
• Support planning and implementation of cross-project learning activities, including technical discussions, exchange visits, and home office visits.

Qualifications and Experience

Education

Required

• Graduate training in health (MD, MPH, or comparable)
• Advanced degree in in public health or related field desirable

Experience

Required

• Minimum of seven years practical experience working in public health in HIV.
• Experience working in HIV in developing countries Africa, Asia, Latin America/Caribbean regions preferred.
• Expertise in key public health interventions related to HIV/AIDS, health systems strengthening, and other health areas.
• Previous experience (four or more years) in HIV program design and demonstrated success providing technical assistance for HIV focused programs essential.
• Previous experience in new business development for HIV projects
• Experience working with international donors essential.
• Previous experience in M&E and/or operational research in the HIV context.

Preferred

• Established track record with both professional and popular publications, as well as social media, preferred.
• Knowledge and experience of health sector reform processes in developing countries and the associated impact on the organization and financing of HIV programs preferred.

Knowledge and Skills

• Demonstrated familiarity with PEPFAR 3.0, UNAIDS, GFATM, and WHO guidelines, priorities, and issues essential.
• Demonstrated skills in communicating, working, and collaborating with donors, host country institutions, and international organizations.
• Demonstrated knowledge of business development planning and processes.
• Demonstrated knowledge and familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
• Demonstrated proposal writing skills.
• Excellent communication skills, both verbal and written.
• Professional working levels of English required; one additional language (French, Spanish, or Portuguese) preferred.
• Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint. Skills in a statistical program (SPSS, EPI info, etc.) and/or design software (Publisher, InDesign, etc.) are an added advantage.
