United States of America: Senior Health Financing Advisor

Overview

The Senior Health Financing Advisor is part of the Health Financing team of MSH’s Health Programs Group (HPG). S/he will provide technical expertise to support and build MSH projects in all areas of health finance, especially the financial and economic aspects of health policies and interventions and the analysis of related financial and economic impact. S/he will collaborate with the Health Financing team to conduct work across the spectrum of efforts to ensure universal health coverage, including innovative financing mechanisms, domestic resource mobilization, costing, financial management and planning, strategic purchasing, and health insurance. S/he will also externally represent MSH’s health economics and financing work through publications in journals; presentations to partners and at conferences; and through blogs or other media.

Specific Responsibilities

Project Excellence

• Provide technical assistance for MSH’s projects in health financing and economics
• Undertake health economics and financing assessments, design, implementation, and evaluation of health economics and financing policies using various tools including modeling, costing, cost-effectiveness analysis, equity analyses, efficiency assessments, sustainability, and value for money.
• Work closely with MSH project and technical area leaders to develop and implement finance and economic components into existing and future health projects.
• Work closely with MSH staff involved in health system strengthening and other health activities to support those activities and ensure the integration of health economics and financing in MSH field work.

Program Design

• Assist in the development of strategic plans for growing the business portfolio for MSH and the Health Programs Group in health financing.
• Assist with the development of proposal specific to health financing and economics and include health financing elements to other proposals as technical resource, contributing writer, or reviewer.
• Help build and maintain strong relationships with key players among US government and non-US government donors and partners.
• Identify and develop relationships with organizations as strategic partners to develop new projects.

Thought Leadership

• Conduct operational research on health financing and economic topics through MSH projects.
• Develop and publish peer-reviewed articles.
• Keep abreast of international developments, trends and country experience in health economics and financing in order to provide authoritative advice and guidance to MSH senior management, government and ministries and MSH projects.
• Join and actively participate in technical fora, including working groups, communities of practice and task forces.

Qualifications and Experience

Education

Required:

• Master’s degree in health economics, public policy or equivalent.

Experience

Required:

• 7 years of related experience is required. Experience in international public health highly preferred. Minimum of 3 years working experience in a developing country context.
• Experience with the assessment, design, implementation, and evaluation of health economics and financing policies and programs using various tools including modelling, costing, cost-effectiveness analysis, efficiency assessments, and value for money.
• Experience with programs supported by bilateral agencies such as USAID, is preferred.
• Demonstrated success in leading successful proposals to donors.
• Demonstrated experience of collaborating with the private sector to expand service delivery.
• Demonstrated expertise in health economics, health systems, comparative cost-effectiveness evaluation, and quantitative research methods
• Relevant experience analyzing quantitative health outcome data (household and facilities) using statistical analysis software.

Knowledge and Skills

Required:

• Demonstrated knowledge of best practices related to the development, design, implementation, and evaluation of health economics and financing policies and programs within developing countries.
• Good interpersonal and relationship-building competencies in both developed and developing country settings coupled with strong written and oral communication skills.
• Excellent written English skills, with demonstrated ability to author high quality articles published in peer-reviewed journals and descriptive reports for diverse audience.

Preferred:

• A record of publications in established peer-reviewed journals and presentations at international conferences.
• Fluency in English required, ability to speak a second language preferred.

Physical Demands

• Ability to travel up to 40% domestically and internationally in countries in which MSH operates.
