United States of America: Deputy Program Director/Technical Director

Overview

Management Sciences for Health (MSH) seeks a Deputy Program Director/Technical Director for an anticipated 5-year USAID-funded program to improve the performance of national health systems through increasing financial protection; increasing coverage to all populations; increasing quality of essential health services; and improving responsiveness.

This position is subject to project award and funding.

Overall Responsibilities:

This position will be responsible for the project’s technical direction, ensuring that staff are aligned with the program vision, goals, and plans to achieve results. With guidance and support of the Program Director, the Deputy Program Director/Technical Director will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between the project’s core technical objectives. S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches with the clients we serve.

Specific Responsibilities

1. Under the guidance of the Program Director, provide technical leadership on the design and implementation of project activities.
2. Represent the program in high-level technical forums, donor discussions, and to potential clients. When appropriate, act in place of the Program Director.
3. Lead or coordinate project responses to specific task orders, as required.
4. Promote a team approach among partners and project staff that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed.
5. Oversee efforts to document project results and disseminate results widely at national, regional and global levels.
6. With the Program Director and the Director of Finance and Administration, adapt and implement management systems with standard operating procedures to administer all project activities.

Qualifications and Experience

1. A Master’s degree or above in social science, public health, or other appropriate area is required.

2. Minimum 10 years of experience in progressively responsible, related experience.

3. At least 5 years of supervisory experience with a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.

4. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.

5. Strong knowledge of health systems strengthening and systems thinking, including experience with all the following technical areas (and recognized expertise in at least one):

   1. Implementing integrated approaches to health systems strengthening

   2. Reducing financial barriers to essential health services to ensure equitable coverage across geographies, wealth quintiles and among marginalized groups.

   3. Improving the quality of human-centered services to align with evidence-based guidelines and standards of care.

   4. Ensuring that health services are transparently governed and accountable to meeting all clients’ needs.

   5. Building self-sustaining local capacity, and preparing countries to transition from donor support.

6. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.

7. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

8. Publication record in related area, and demonstrated ability to support and mentor teams to document and disseminate results.

9. Experience responding to task orders or similar solicitations.

10. Fluency in English required. Fluency in French preferred. **
