MSH Angola seeks to recruit highly-motivated and result-oriented individuals for a four-year LINKAGES Program which aims to accelerate the ability of governments, key populations (KPs), organizations and private sector providers to collaboratively plan, deliver, and optimize services that reduce HIV transmission among KPs - sex workers (SW), men who have sex with men (MSM), transgender (TG) persons and people who inject drugs (PWIDs) – and their sexual partners and extend life for those who are HIV-positive.

The Outreach and Prevention Assistant for Female Sex Workers (FSW) will work closely with LINKAGES CSO partners that provide HIV services to FSWs. As part of the Outreach and Prevention Management team, the Assistant will assist with social behavior-change communication (SBCC) activity implementation and monitoring and addressing all supply/materials needs for all SBCC-related activities with CSO partners. MSH encourages former FSWs to apply.

Under the guidance of the Outreach and Prevention Technical Advisor, the outreach assistant will;

  • Assist in the development, implementation and monitoring of a differentiated model of care for FSWs with program staff and technical experts in line with the project work plan and the needs of FSWs.

  • Contribute to the development, pre-testing, and production of communication tools and job aids based on evidence-based theories and methodologies, in line with the needs of FSWs and health care professionals.

  • Be a role mode to CSO partners’ peer educator supervisors in providing supportive supervision to community teams during outreach and prevention activities at hot spots especially to peer educators of FSWs.

  • Work with the HIS and organizational development teams to conduct micro-planning and monitoring and evaluation of progress against targets with CSO community teams.

  • Contribute to organizing and hosting empowerment groups intended to bring FSWs and peer educators together to discuss community needs such as gender-based violence prevention and ways of social engagement.

  • Support the organizing of advocacy meetings with the police and/or hot spot owners.

  • Assist in documenting project results and impacts in various forms, including interviewing peers, conducting client satisfaction surveys, and contributing to regular quarterly and annual reporting in Portuguese Language.

Qualifications, Skills and Experience

The ideal candidate should have primary level schooling or the ability to read and write in Portuguese. In addition s/he should possess the following;

  • At least one-year experience providing social behavior change communication (SBCC) or HIV outreach and prevention services with MSM in Luanda province.
  • Demonstrated experience speaking in public on topics of sex workers needs HIV-related services and/or introducing the project to institutional stakeholders such as the National HIV and AIDS Institute (INLS) and provincial health office.

  • Desire to promote the human rights of FSWs, MSM and Transgender individuals.

  • Proven ability to manage and complete numerous tasks with a high degree of organization and limited resources.

  • Strong experience working with civil society organizations to plan and implement health-related activities.

  • Demonstrated experience in proactively identifying risk, addressing issues, and appropriately communicating these to the project senior staff.

  • Experience in establishing strong working relationships with colleagues from different organizations and cultures.

S/he should be articulate, professional, and able to communicate in a clear, positive manner; able to inspire peer educators and sex workers; able to de-escalate conflicts among peers; able to work effectively both independently and in a team unit. In addition s/he should possess basic abilities in the use of a computer and smart phone including surfing the web.
