Overview

MSH is preparing for the regional Strengthening Care and Treatment Cascade (SCTC) project with activities to be implemented in El Salvador, Guatemala, Honduras, Nicaragua, and Panama. SCTC will focus on four objectives:

  • Objective 1: Strengthen host country capacity to provide sustainable high quality care and treatment services free of stigma and discrimination, including addressing service delivery related barriers to anti-retroviral treatment initiation.
  • Objective 2: Strengthen People Living with HIV (PLHIV) enrollment and retention across the continuum of care through HIV differentiated service delivery models tailored.
  • Objective 3: Improve health care providers’ response capacity to prevent, detect, and manage HIV/Tuberculosis (TB) coinfections at the facility and community levels.
  • Objective 4: Improve the generation, analysis, and use of strategic information related to the continuum of care by national and subnational governments.

The Country Representative, El Salvador will serve as the national leader for the project in El Salvador. This position combines two key roles to achieve success and results at the country level: 1) management of project activities in the country; and 2) technical guidance on issues related to project priorities and results. The Country Representative will identify and visualize opportunities, facilitate communication processes, and lead internal and external negotiations with local partners, stakeholders and other agencies at the country level.

Specific Responsibilities

  • Implement and coordinate project activities in El Salvador, maintaining focus on achieving the priorities and objectives of the program.
  • Contribute to the development of work plans and provide guidance for the project budget, strategic guidelines, and technical recommendations.
  • Coordinate the development, delivery, reproduction, and dissemination of specific products in the workplan, ensuring that technical quality, content, and approaches used in the development of products are consistent with the national response and project approaches and regulations.
  • Establish and maintain a close and strategic partnership with key stakeholders, including donors and USAID partners, government authorities, national coordinating bodies, nongovernmental organizations, civil society organizations, and others working in the national response to HIV/AIDS epidemic.
  • Ensure coordination with key national stakeholders, other donors and USAID partners at the country level to promote programmatic synergies that can contribute to full compliance with the program's desired results.
  • Document all project activities, outputs and outcomes using formats and processes defined by the Project Director, and ensure timely delivery of reports.

Qualifications and Experience

  • Possess a postgraduate degree in public health, medicine, or social sciences.

  • At least seven years of experience managing public health programs in Central America with a minimum of five years of demonstrated subject-matter expertise with HIV and AIDS programs.

  • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects, including experience generating programmatic and technical data and reports.

  • Prior experience and success directing similar international donor-funded HIV projects with interdisciplinary teams in the private/public/civil society contexts.

  • Demonstrated ability to develop and manage economic and cost/effectiveness analyses.

  • Sensitivity to gender and sexual diversity differences, as well as knowledge about human rights and reduction of stigma and discrimination.

  • Fluency in Spanish and English.

Preferred Experience

  • Experience implementing TB programs
  • Experience working with key populations as part of the national HIV response.
  • Experience designing and implementing activities to reduce stigma and discrimination against key populations
