Overview
The PLSA supports the contractual requirements of the MTaPS program and assists with the administration, monitoring and compliance of partnerships agreements and subcontracts. .The PLSA will serve as liaison between the Senior Contract Officer (Partnership and Contracts Manager) and MTaPS sub-partners and subcontractors.
Activities includes subcontract/grant/partnership agreement negotiation, management, monitoring and compliance; ensuring compliance with donor regulations and subcontract/grant/partnership agreement terms and conditions; providing training and assistance on compliance matters, and subcontract budget integrity checking.
The PLSA adheres to the MSH Code of Business Ethics and Conduct, Donor Regulations and MSH Standard Operating Procedures in all activities.
Specific Responsibilities
Subcontracts/Grants/Partnership Agreement/Administration/Development/Compliance (55%)
Under the direction of the Partnership & Contracts Manager (PCM), perform the following functions related to subcontract/grant/partnership agreements administration, development and compliance:
- Assist in development of subcontract/grant strategies.
- Help prepare subcontract/grant solicitation documents, and assist in management of the solicitation process when required.
- Review pre-award survey results, and assist to create the compliance monitoring plan.
- Support the development and negotiations of subcontracts/grants/partnership agreements and modifications as reviewed and approved by PCM, including assisting with determining any special conditions based on the risk analysis.
- In coordination with the PCM, monitor compliance with the terms and conditions of the subcontracts/grants and developing and implementing spot checking plans and assist with any follow-up training as necessary.
- Help prepare subcontract readings for each subcontractor.
- Draft amendments to subcontracts/grants in accordance with regulatory changes, changes mandated by the project reductions or increases to the SOW as reviewed and approved by Partnership & Contracts Manager.
- Support the education of subcontractors or partners on donor regulations, monitoring compliance with the terms and conditions of the subcontract, performing spot checks and providing training as necessary.
- Assist in review of provisional and indirect cost rate adjustments and reconciliation for subcontract invoices as needed
- Assist with integrity checks for subcontract/grant budgets, pipeline budgets or any budget revisions. Assist in completion and submission of forms for entry of new subcontracts/grants and modification information into MSH’s Financial System.
- Document monitoring in accordance with the submonitoring plan.
- Analyse Level of Effort (LOE) expended and projected to ensure compliance with LOE caps when required.
- Maintain electronic and hardcopy of subcontracts/grants and partners files to demonstrate compliance
- Support closeout of all subcontracts/grants and partner agreements
Contract Management Support (20%)
Under the direction of the Partnership & Contracts Manager, support all MTaPs contract administration and management support functions:
- Monitor compliance with the terms and conditions of the contract and developing and implementing spot checking plans and assist with training as necessary.
- Assist with educating MTaPS staff on donor regulations and performing follow up training as necessary.
- Support the preparation of contract readings for HO and country teams.
- Drafting requests and waivers for USAID approval
- Assist on integrity checks of MSH budgets for submission to USAID and other donors as needed to assist the finance team.
- Assist in the development and monitoring of contractual deliverables trackers to ensure current and updated information has been inputted by project teams.
- Maintain electronic and hardcopy project contractual files for the project and ensure electronic copies are filed in the MSH HQ Contracts Office internal drive. Assist in completion and submission of forms for entry of contract and modification information into MSH’s Financial System.
- Determine daily rates of compensation for consultants in accordance with MSH SOP and assist with training and spot checking of local consultant rates negotiation delegated to staff in selected countries. .
- Assist in conducting contract project close-out related activities
- Participate in all relevant project support meetings and assist with preparation of any assigned topics at staff meetings.
- Any other tasks as requested by Project Management.
Research and Documentation (20%)
- Perform and document donor regulations research, including but not limited to, Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulations (AIDAR), standardized regulations, 2 CFR 200 Uniform Administrative Requirements, Cost Principals and Audit Requirements for Federal Awards and other type of research as required.
- Prepare written responses to questions posed by internal and external stakeholders (for example: allowable costs, compliance with regulations, etc.) to be reviewed and approved by Partnership & Contracts Manager.
- Under review and supervision from the Partnership & Contracts Manager, prepare initial responses to internal and external audit questions.
- Keep abreast of, and with the assistance of the Partnership & Contracts Manager, interpret, and provide written guidance to staff on donor regulations and policies.
- Provide other administrative support including but is not limited to drafting and typing of memos, filing, mailing, photocopying, faxing, and organizing the office.
Training (5%)
- Educate HO and country project teams, subcontractors, partners on compliance topics including donor regulations, reporting requirements and MSH SOPs.

- 2-4 years of related experience
Knowledge and Skills:
- Working knowledge of donor regulations including FAR, AIDAR, and 2 CFR 200.
- Experience with regulatory research and documenting findings.
- Strong computer skills, and advanced knowledge of spreadsheets and word processing. Microsoft Office preferred.
- Communicates clearly, effectively and respectfully both verbally and in writing.
- Ability to initiate and organize work, to establish priorities in a time-sensitive environment, and to meet deadlines with attention to detail and quality
