Overview

Management Sciences for Health (MSH) seeks a Budget and Finance Specialist for the 5-year USAID-funded Accessible Continuum of Care and Essential Services Sustained (ACCESS) program in Madagascar. The objective of ACCESS is to accelerate sustainable health impacts for the Malagasy people by improving access to quality health services, strengthening the functions of the health system, and promoting the adoption of healthy behaviors and social norms. ACCESS will directly support the Government of Madagascar and the Ministry of Public Health (MOPH) at all levels of the health system in the design, implementation, management, and monitoring and evaluation of sustainable health services and programs to advance progress toward Universal Health Coverage (UHC) and promote the continuum of care.

OVERALL RESPONSIBILITIES

The Budget and Finance Specialist will work with the ACCESS program teams to create, develop, and modify budgets and financial reports for ACCESS program. In collaboration with the Finance Manager, the Budget Specialist has primary responsibility for developing annual work plan and pipeline budgets, as well as periodic realigned project budgets.

The Budget Specialist assists with reviewing project financial reports for accuracy prior to submission to donors, and supports the development of budgets designed for project ceiling increases. In the preparation of all budgets and financial reports, the Budget Specialist documents cost assumptions and ensures the accuracy of the information submitted.

The Budget and Finance Specialist performs standard accounting, budgeting, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy. S/he serves as a financial management resource to programmatic and operational staff.

Must be legally authorized to work in Madagascar.

Specific Responsibilities

  1. Serve as Budget Support to assigned project activities, developing workplan budgets for selected projects and providing support to the project team on other projects.
  2. In collaboration with the Chief of Party and Finance Manager, prepare contract pipeline budgets.
  3. Support the Contracts Office in preparation of ceiling increase project budgets for submission to donors.
  4. Monitor transactions through the effective use of the review and approval process to ensure propriety with USAID and MSH regulations
  5. In collaboration with the Chief of Party and Finance Manager prepare revised/realigned project budgets for submission to donors.
  6. Assist project staff in preparing reports and financial analyses for various donors and for quarterly financial meetings.
  7. Support the decentralization of budgeting to the projects through capacity building of selected in-country teams.
  8. Perform integrity checks of Quarterly Financial Reports to Donors and math check of budgets as needed.
  9. With the Director of Finance & Administration, monitor compliance with all internal and donor financial and administrative requirements.
  10. Document all cost assumptions. Obtain local cost information and/or analyze historical costs of similar MSH projects, contact vendors when necessary, and obtain quotes for specific line items for budgets.
  11. Safeguard the assets (financial and physical) of MSH and other donors against fraud, loss or misuse
  12. Assist in completing forms related to financial information required by various donors.
  13. Create/modify budget spreadsheet templates in accordance with donor requirements.

Qualifications and Experience

  • Bachelor’s degree in Accounts/Finance/any other relevant field. M.Com/MBA/CA (with similar job experience in INGO) is preferred;
  • 3-5 years experience in international project financial management (budgeting, reporting, and analysis) or related experience is required;
  • Experience with aspects of US Government federal regulations, specifically USAID regulations desirable;
  • Work experience in reputed organization in Budget, Finance, and Procurement.
  • Demonstrated ability to create activity-level budgets.
  • Strong software skills including extensive experience with Excel and Word required. Accounting knowledge helpful.
  • Familiarity with accounting software, particularly QuickBooks, Serenic Navigator and/or Microsoft Navision desirable.
