Philippines: Technical Advisor - Pharmacovigilance

In collaboration with the National TB Control Program (NTP) and Food and Drugs Administration (FDA) Philippines, develop a sustainable and effective pharmacovigilance system by:

  • Building the capacity of FDA, NTP, and other partners in the implementation of PV activities.
  • Developing and implementing the standard procedures— including demonstrating local feasibility—of a practical and sustainable active surveillance approach for anti-TB medicines.
  • Assisting FDA in the organization of an Advisory Committee to analyze safety reports.
  • Ensuring the link between NTP and FDA, including data sharing and coordination.Image may be NSFW.

Coordination and Governance

Facilitate the development of policies and regulation related to drug safety:

  • Coordinate with NTP, FDA Philippines, and partners in the development and implementation of an active surveillance system
  • Ensure congruence of the ongoing passive surveillance system with the active surveillance implementation
  • Coordinate with other SIAPS activities ensuring harmonized collaboration with other aspects of SIAPS program implementation such as with the supply chain and laboratory systems strengthening activities

Capacity Building

  • Organize and conduct capacity building in PV activities for NTP, FDA and other partners.

Systems Strengthening

Enhance and finalize the standard operating procedures (i.e. operational plan, data collection and causality analysis plans, etc.). For the conduct of active pharmacovigilance, including:

  • Coordinate review of the SOPs among key stakeholders and consolidate inputs.
  • Conduct trainings on the SOP.
  • Implement the SOP and ensure regular review and adaptability to NTP and FDA system.
  • Assist FDA in the organization of an Advisory Committee to analyze safety reports.
  • Develop Terms of Reference for the Advisory Committee.
  • Assist in Agenda development and preparation of meetings.
  • Prepare documents required by the advisory committee.
  • Identify gaps in data collection tools and reporting flows and general system, and develop plans to enhance tools and system both for active and passive surveillance.
  • Set up a system of recording and reporting of adverse events from health facilities until it reaches FDA.
  • Explore a system of electronic reporting from facilities to FDA.
  • Assist NTP in the data collection and preliminary assessment of causality analysis.
  • Strengthen feedback mechanism from FDA’s advisory committee to the program.
  • Bachelor’s degree, Master’s degree in pharmacy, public health, medicine, or any medical related field preferred.
  • Six years of progressively responsible experience is required.

Knowledge and Skills

  • Relevant experience in international public health.
  • Experience with programs supported by bilateral agencies such as USAID and international agencies. such as WHO and World Bank preferred.
  • Ability to write lucid technical reports and documents in English is required.
  • Fluency and proficiency in the English language, including speaking skills.
  • Demonstrated computer skills; knowledge of appropriate methods for data analysis and reporting, including spreadsheet and other Microsoft Office Suite.
  • Flexibility in managing logistical aspects of meetings.
  • Detail-oriented, with excellent interpersonal skills and ability to work in a team.
  • Ability to work independently, prioritize tasks, and take initiative.

Competencies

  • Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills, sound judgment, communication skills and ability to work effectively in a team spirit.
  • Ability to work with large group of stakeholders. Demonstrated study analysis and presentation skills, with relevant experience.
  • Experienced in coordinating with the Department of Health (DOH), FDA, etc and familiarity with USAID processes.
