Overview
The Treasury Analyst works closely with members of the Finance team and MSH Management, and takes primary responsibility for managing treasury operations, scheduling accounts receivable and accounts payable into the cash forecast, developing appropriate policies and controls over cash and currency risk, liaising with the Country Office Accountants to ensure compliance, and working with the FP&A regarding receivables. S/He will play a lead role in the implementation of several key change initiatives, including consolidation of banking relationships, developing and managing daily cash positions in compliance with US and international banking regulations, and supporting any office openings and closures regarding treasure responsibilities. S/he will ensure proper management and investment of cash reserves.
Core responsibilities also include ensuring compliance with FASB standards, donors’ financial reporting and regulatory requirements including FBAR, and promoting initiatives to reduce financial risks (i.e., mobile money). Travel may be required periodically.
Specific Responsibilities
Treasury - Cash Management (25%)
- Responsible for the day-to-day cash management of the organization. This includes, but is not limited to:
- Assess cash needs for the organization.
- Fund all MSH accounts, including all MSH country offices, MSH’s investment account, and MSH’s US pension plans.
- Provide support for cash receipts and disbursements entries and donor receipts and donor releases/transfers.
- Support all bank account maintenance globally, including matrix management and repatriation of funds in countries during office closures. Periodic reviews of field office reconciliations and signatory authorizations for managing and ensuring compliance.
- Manage and reconcile MSH’s Letters of Credit with banks and donors ensuring compliance with donor requirements.
Treasury - Support to CFO & Board (5%)
- Support the CFO and the Board's Investment Committee in creating and implementing an investment strategy of MSH cash reserves.
Accounts Receivable Management (30%)
- Responsible for providing transaction details to the G/L team to ensure weekly reconciliation of accounts receivables, managing donor funds and restricted releases, drawing and reconciling USG funding from the federal line of credit, and accounts receivable balances on a monthly basis. Support GL accountants for recording transactions and provide oversight and escalation of aging of receivables.
Treasury - Relationship Management (20%)
- Manage relationship with banks and other financial institutions worldwide, ensuring control of bank fees and managing compliance with US and international banking regulations. Manage authorities of MSH staff to financial accounts worldwide, including standardized access to online banking.
Treasury - Compliance (15%)
- Lead the submission and maintenance of controlled documents on treasury management worldwide; design and implement monitoring mechanisms and effective training programs to ensure compliance. This includes but is not limited to bank account management, billing, electronic payments, advances management, etc.
- Review monthly exchange gain losses within the income statement and balance sheet revaluation.
Audit and Ad Hoc (5%)
- Respond to internal and external audit requests and ad hoc requests.
Qualifications and Experience
Education:
- A bachelor's degree in a field of study closely related to the assigned responsibilities is required.
Experience:
Required:
- A minimum of 3 years of related experience is required.
Preferred:
- 5 years of progressively responsible experience is preferred.
- Experience in international public health highly preferred.
Knowledge and Skills:
- Plan an efficient workflow of treasury functions.
- Knowledge of FASB and GAAP required.
- Strong computer skills, including Microsoft Word and Excel. Knowledge of Deltek’s Costpoint, QuickBooks, and on-line bank platforms preferred.
- Strong attention to detail.
- Experience with USAID and federal and private giving and funds accounting strongly preferred.
- Demonstrated financial management skills, sound judgment, and high ethical standards.
- Fluent English required; working knowledge of French and/or Spanish a plus.

Physical Demands:
- Office environment including keyboard use, pulling drawers, lifting papers <10 lbs, ability to sit for extended periods of time.
- Ability to travel internationally as needed (up to 5% of the time).
