Overview
Provide technical support to MSH home office and MSH projects in DHIS2 and in information management systems. Contribute to the performance of monitoring and evaluation (M&E) systems, especially by making data available for sound decision making. Participate in the development of required capacities within MSH to generate and manage data through DREAM@MSH (MSH’s DHIS2-based system) and other information management systems. Ensure the interoperability between DREAM@MSH and national DHIS2 instances, and with other information management systems (e.g. electronic medical records).
Specific Responsibilities
DREAM@MSH (MSH-DHIS2) Global Development and Management (40%)
- Manage DREAM@MSH on a day-to-day basis.
- Develop new features (e.g. dashboards), intances.
- Maintain the large database (e.g. data cleaning, upgrading to new versions).
- Manage the troubleshooting service.
- Work with DDH on interoperability.
DREAM@MSH (MSH-DHIS2) Project Instances Development and Maintenance (30%)
- Provide service to MSH field projects in DREAM@MSH (e.g. support in setting up DREAM@MSH, updating versions).
DHIS2 Trainings (15%)
- Lead trainings in DHIS2 for MSH staff, home office and in-countries (remote trainings).
Monitoring, Evaluation, Learning (MEL) (15%)
- Participate in EPI services in MEL (e.g. setting up metrics, running analysis).
Qualifications and Experience
Education:
- A BA or MA in a relevant field, such as, biostatistics, health statistics, or information systems, or equivalent work experience.
Experience:
- 4 to 6 years (with a BA) or 2 to 4 years (with an MA) of directly relavent experience with a focus on monitoring and evaluating international development programs, and in the use of measurement methods required for monitoring and evaluation of public health programs.
- Demonstrated experience with new approaches and tools in information management systems, including the use of data to inform decision making, communication, and other strategic initiatives.
- Demonstrated experience using and managing databases.
- 2 to 3 years of experience in managing health information management systems based on DHIS2 is highly desirable, including the management of large data sets in DHIS2.
Knowledge and Skills:
Required:
- Good English-language writing and presentation skills. Strong scientific and technical writing skills.
- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
- Advanced expertise in DHIS2 (system administrator level).
- Knowledge of appropriate data visualization software for creating tables, graphs, and charts.
- Knowledge of monitoring and evaluation principles and methods.
- Attention to detail. Demonstrated competence to organize, prioritize, and manage multiple activities and priorities.
Preferred:
- Fluency in French.
- Knowledge and proven experience in the use of statistical software packages such as SAS, SPSS, or Stata for data analysis and modelling.
Competencies:
- Demonstrated competence in assessing priorities and managing a variety of activities and stakeholders in a time-sensitive environment.
- Ability to meet deadlines with attention to detail and quality.
Physical Demands:
- Up to 20% travel, Keyboard use, Pulling drawers, Lifting papers <10lbs.
