Reporting to the Head of Supply Chain Operations based in Woerden, the role of the Freight & Logistics Manager will be to provide logistics’ expertise for the transport of pharmaceuticals and health-related commodities for the evolving customer base eligible for the Global Fund’s Pooled Procurement Mechanism (PPM). The Freight & Logistics Manager will oversee the operational execution of the global contracts relating to PPM Freight Forwarding Services established by PFSCM and/or the Global Fund. The Freight & Logistics Manager will manage the overall transport requirements for PPM countries and review commercial documentation to ensure standards and costs are delivered to contracted and budgeted expectations. This position will be responsible to provide alternative logistic solutions, if warranted. The Freight & Logistics Manager will also participate in PFSCM Freight Forwarding sourcing and contracting processes of longterm global contracts relating to PPM.
Specific Responsibilities
- Lead PPM’s freight operations and oversee contracted logistics’ suppliers to customer delivery performance/operation, inclusive of logistics’ key account representatives based in Woerden and headquarters in the day-to-day execution of freight forwarding activities.
- Develop an operational management plan for the contracted logistics’ suppliers aligned with the Supplier Management Framework responsive to the Global Fund’s strategies, including contractual aspects – establishing Service Level Agreements and any ad hoc contractual agreements for internal transport or in- country service.
- Lead analysis of the contracted logistics’ suppliers’ performance against established Key
- Performance Indicators including periodic reviews with contracted suppliers concerning performance issues. Provide quarterly performance reports, liaises and communicates internally and externally on these issues. Source alternative logistics’ suppliers, if necessary.
- Lead the on-boarding of new freight forwarders on PFSCM business policies, and standard operating procedures including system access.
- Manage client relationships and ensure any client complaints are addressed efficiently in consultation with the appropriate freight forwarders and internal units.
- Participate in freight related incident investigation meetings and work with freight forwarders and applicable units to bring incident to a resolution.
- In the event of an audit, coordinate with the respective freight forwarders to provide and submit proof of delivery/proof of arrival and other requisite delivery documentation.
- Perform analysis of shipping rates of contracted suppliers and make recommendations concerning contractual elements in consultation with the PPM Operations’, QA and MIS teams as well as contributing to reporting and communications with Management and the Global Fund.
- Contribute to PFSCM’s last mile customer delivery strategy and freight optimization initiatives presented by the shifting demand patterns, complex global supply chains and emergency shipments into PPM countries.
- Contribute to the PPM logistics’ policies, freight forwarding strategies and procedures to ensure operational requirements are defined and supplier intelligence and capability understood allowing for the safe, timely and economical shipment of all consignments to PPM countries resulting in continuous improvements.
- Manage the functions relating to the processing of claims arising from loss and/or damage to manage and oversees all cargo claims processing and troubleshooting.
- Establish work plans and priorities, monitors achievements and evaluates performance of support staff.
Qualifications
- Bachelor degree in Transportation, Business or a related field.
- Minimum of 10 years of progressively responsible experience in a commercial/government organization at the national and international level in the transportation and insurance field, preferably with major international shipping and freight companies.
- Proven track record in the movement and protection of pharmaceutical goods and a strong knowledge of the challenges, including regulatory, involved in providing an effective, reliable and quality-assured distribution service in the developing world.
- Strong leadership and proven ability to recruit, direct, train, and manage a team of personnel.
- Strong negotiation skills and contracting and service-level agreement management experience with logistics’ suppliers.
- Strong action management including the ability to manage project in the most cost efficient manner; resourcefulness, initiative, maturity of judgement, and the ability to make sound decisions under pressing conditions.
- Strong organization skills with an eye for details, ability to plan, prioritize and implement day-to-day operations in a timely manner in a fast moving, dynamic and time-bound environment.
- Strong interpersonal skills and an ability to work across disciplines and in diverse locations internationally.
- Executive-level computing skills in standard software systems, such as Microsoft
- Word, Excel, PowerPoint, and Project.
- Willingness to travel, and perform other duties as needed.
- Previous experience working with international donor agencies, preferred.
- Fluency in English.
- Must be eligible to work in the Netherlands.
