MSH seeks candidates for the position of Technical Advisor, HIV Care and Treatment for an anticipated CDC bid in Rwanda with the objective of institutionalizing sustainable national health, laboratory and strategic information (SI) systems by supporting the provision of technical assistance and strategic planning to the Rwandan Ministry of Health (MOH) and other partnering institutions.

The Technical Advisor, HIV Care and Treatment will be responsible for the HIV care and treatment outcomes of the project; supporting the institutionalization of a mentorship program to strengthen an affordable, optimal, sustainable and quality national clinical services program.

This position is contingent on project award and funding.

SPECIFIC RESPONSIBILITIES

Technical Coordination, HIV Care and Treatment

Provide the needed technical support to the Ministry of Health (MOH) and the Rwanda BioMedical Center to:

  • Develop and establish a standardized and sustainable national system on Continuous Quality Improvement (CQI) and health care worker (HCW) mentorship for the national HIV program.
  • Design integrated national CQI and HCW mentorship program for HIV service delivery.
  • Develop and establish a mechanism for reporting on routine HCW mentorship activities from health facilities to the central level.
  • Establish a training strategy and plan to integrate HIV comorbidity management to be able to respond to the ever-evolving training needs of HCW at decentralized level.
  • Develop a national training strategy and plan to sustain the capacity of HCW to integrate HIV comorbidity management at decentralized level.
  • Develop and institutionalize a standard data base for all trainings conducted and trainees to allow de-duplication of HCW staff training needs.
  • Implement costed affordable models to sustain HIV epidemic control.
  • Assess current HIV service delivery models to determine needs and gaps.
  • Develop a technical assistance plan to test and implement various costed affordable models to sustain HIV epidemic control.
  • Develop and institutionalize sustainable models for linkage to care in facility and community settings; targeted adherence strategies to optimize HIV service delivery for key and priority populations including FSW, MSM, children, adolescents and pregnant women.
  • Design/redesign integrated community-facility linkage strategy to improve HIV patient initiation, retention, and adherence.
  • Institutionalize practical models for intensive HTC for children and adolescents (with focus on those born to HIV positive parents), disclosure, linkage to care as well as adherence strategies to optimize HIV services delivery for children and adolescents.
  • Institutionalize sustainable models for intensive HTC for key populations including MSM and FSW to improve disclosure, linkage to care as well as adherence strategies to optimize HIV services delivery in various settings.
  • Design and institutionalize appropriate strategies for mother– infant cohort monitoring to allow measuring of PMTCT program and its overall contribution to reduction of new HIV infections.

QUALIFICATIONS

  • An advanced degree at the public health, epidemiology, or a related field is required.
  • A minimum of 8 years’ of progressively responsible, related experience is required.
  • In depth experience in HIV/AIDS prevention, treatment, care, and support of, PMTCT, HIV/TB, OVCs and health systems strengthening.
  • In depth knowledge of the Rwanda health systems and structures for the provision of HIV services
  • Demonstrated experience working with a broad range of stakeholders on the development of national strategies, plans and programs
  • Experience developing and implementing continuous quality improvement (CQI) strategies in the health care sector is a an added advantage.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, PEPFAR, and other donor organizations.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Fluency in English required (oral and written).
