Overview

The Strategic Pricing Senior Specialist is an integral part of the proposal development process at MSH. Under the direction of the Director, Finance, Operations & Risk Management (FORM), he/she oversees the development of cost proposals under $10M and serves as the budget liaison for cost proposals over $10M. He/she is responsible for developing a competitive pricing strategy for MSH’s commercial line of business. The Strategic Pricing Senior Specialist coordinates the management of new business opportunities within the Pharmaceuticals and Health Technologies Group.

Specific Responsibilities

Pricing, Cost Proposal Development, and Submission for bids under $10M

  • Gather internal and external information to develop competitive pricing strategy for commercial business opportunities.
  • Serve as proposal manager for all bids under $10M.
  • Gather, research, analyze and document all cost assumptions for cost proposal budge Obtain US and international cost information, quotes and/or analyze historical costs from similar MSH projects, external vendors (as necessary), MSH finance teams (both headquarters-based and field- based) and local consultants.
  • Coordinate with the proposal team on strategic issues involving competitive, realistic and responsive proposal budgets. Ensure that the proposal team is educated on donor requirements and regulations for all cost proposals. Assist TSL to develop cost strategy for individual proposals for review and approval by Group Vice President.
  • Manage assigned subcontractors as a part of the proposal process and perform activities including: coordinate Teaming Agreements, send out budget assumptions, take lead in negotiating budgets with a focus on cost realism and cost and price analysis, documentation for costs proposed and ensure final submissions conform to donor requirements.
  • Develop and revise complex proposal budgets in accordance with donor requirements, while utilizing advanced Excel spreadsheet technique
  • Attend and lead proposal budget meetings, provide costs based on proposal design inputs, and propose recommendations to the technical team to develop a competitive proposal
  • Ensure final cost submissions conform to donor requirements, and provide assistance in budgeting and other donor requirements to organizations when necessary.
  • Review draft and final award documents for consistency of financial data with proposal budgets and provide written and/or oral analysis.

Business Development Liaison

  • Represent Group at weekly business development operations and unit coordination meetings to provide updates on Group business development efforts and coordinate with other MSH Groups and Units. Ensure collaboration within these groups to refine business development processes.
  • Create and update SalesForce records for all Group new business opportunities. Run reports from system, as requested, for Group.
  • Coordinate review of new opportunities and screen for financial/operational viability and technical fit within Group.
  • Mobilize proposal team for all approved bids. This includes organization of the proposal team kick-off meeting, development/oversight of key milestone calendar, coordination of budgetary and technical approvals, etc.
  • Prepare Group presentations for quarterly business development reviews with the Leadership Team.
  • In consultation with Group VP and Senior Director of New Business Development, lead preparation of Group’s business development pipeline for both the short and long-term.
  • Serve as the intermediary between technical proposal teams and business development support units. Convey support unit requirements or priorities, business development language, and donor restrictions to technical team in a clear and meaningful way in order to foster success and collaboration.
  • Serve as the primary point of contact for Group business development during all stages of the proposal development and pre-award activity cycle.
  • Serve as budget liaison for bids over $10M.
  • Assist in handover of successful proposals to ensure smooth project start-up.
  • Provide ad-hoc support to proposal teams as needed, including trouble shooting.
  • Provide ad hoc support to Senior Director of New Business Development as needed for new business prepositioning efforts.

Qualifications and Experience

Education

Required

  • Bachelor's degree

Preferred

  • Master's degree

Experience

Required

  • Minimum four years of experience working in the development of complex cost proposals and commercial pricing strategies

Knowledge and Skills

  • Strong computer skills and advanced knowledge of spreadsheets using MS-Excel
  • Advanced analytical and business modeling skills and attention to detail is a must
  • Excellent verbal and written communication skills
  • Strong interpersonal skills
  • Excellent organizational skills
  • Familiarity with a variety of donors, including USAID, Gates Foundation, DFID, UNICEF, WHO, Global Fund, etc. a plus
  • Familiarity with global health programs preferred
  • Demonstrated good judgment for decision making
  • Experience with budgeting and knowledge of regulations and policies for non-US donors such as DFID, UN, WB, Gates, etc. preferred
  • English language skills require Foreign language (Spanish or French) preferred.
  • Experience working with US government rules and regulations preferred.

  • Ability to travel as needed
  • Keyboard use, pulling drawers, lifting papers <10 lbs., etc.
