Overview
Management Sciences for Health (MSH) seeks a Knowledge Management and Communications Officer for an anticipated 5-year USAID-funded project that supports health systems strengthening as a means to achieve universal health coverage. The project will work in low and middle-income countries and focus on increasing reducing financial barriers to health services, ensuring equitable access, and improving the quality of patient-centered care.
One important function of this activity is to systematically capture, synthesize, and share among all stakeholders the information, experience, lessons learned, and best practices gained through program implementation across all Task Orders under the USAID Integrated Health Systems (IHS) IDIQ, in close collaboration with USAID and with awardee(s) under the USAID Health Systems Global Public Goods (GPG) Broad Agency Announcement (BAA).
OVERALL RESPONSIBILITIES
The Senior Manager, Knowledge Management and Communications is the technical focal point for leveraging knowledge assets from the Achieving UHC Activity and from other TOs under the IHS IDIQ to inform implementation, support achievement of results, advance the field of health systems strengthening, and promote the Activity’s achievements. S/he will coordinate collection and distribution of information, knowledge, lessons, and experience across all IHS IDIQ TO holders; develop effective means of collaboration with stakeholders and partners in documentation and transfer of key products and findings; and ensure that new information, knowledge, and experiences are available to all relevant audiences in a timely and user-friendly format. S/he will support sharing of project innovations, achievements, and lessons learned through internal and external knowledge sharing and learning mechanisms. S/he will also lead development of the Activity’s Knowledge Management and Strategic Communications Plans and development of the concept and architecture of an IHS project website that presents information from all TOs under the IHS IDIQ.
Specific Responsibilities
Develop and maintain the Activity’s Knowledge Management Plan, including the concept and architecture of the IHS project website and strategies for knowledge exchange, project learning, and adaptation. KM plan will include indicators to assess the reach, engagement and usefulness of learning and action.
Develop and maintain the Activity’s Strategic Communication Plan, including analysis and description of target audiences, key messages, strategies and tactics, communication activities, expected results, and a communications workplan and/or calendar of activities.
Establish and implement standard operating procedures (SOPs), mechanisms, and relationships for collection and organization of information, knowledge, and experience from all IHS IDIQ TO holders, and for its documentation, transfer, and distribution via the project website and through other relevant channels.
Establish and implement standard operating procedures (SOPs) and mechanisms for collection and distribution of information, knowledge, experiences, strategies, achievements, and success stories from Activity technical staff and country teams (and through them from implementing partners, host governments, and other stakeholders).
Establish user-friendly formats and templates, tailored and/or translated as needed to reach various target audiences, for communication products that effectively and rapidly transfer and share new information, knowledge, and experiences.
Represent the Activity on the joint collaboration structure established by USAID (and also including representatives from the GPG BAA, each TO under the IHS IDIQ, and USAID core technical teams), communicating to the BAA and USAID key lessons from the field and promising practices developed under the Activity’s country-specific work.
Ensure delivery to the Activity’s field implementation teams (and through them to country partners, host governments, and other relevant stakeholders) new knowledge, promising practices, and other global goods developed by the global technical community and identified by the BAA and USAID, in a fashion that is culturally sensitive, economically feasible, and technologically appropriate and that encourages their uptake.
Collaborate with the Activity’s leadership team, technical staff, MEL Director, and country teams, contributing to learning, adaptation, and representation of results and impact of strategies and activities under the Activity.
Collaborate with technical staff and country teams in conceptualizing and developing high quality technical products and communications materials and ensuring the quality, clarity, and accessibility of project reporting and communication products.
Ensure that all project communications comply and are aligned with the Activity’s Branding Strategy and Marking Plan, as reviewed and approved by USAID, and with all applicable USAID policies and guidelines, and that USAID review and approval are requested and received as required before public distribution of communication and/or knowledge products.
Liaise with MSH knowledge management and communications to ensure that project strategies, approaches, and achievements are accurately presented and promoted through MSH channels, as permissible under USAID policies and guidelines.
Qualifications and Experience
- Advanced degree (or bachelor’s degree and equivalent experience) in organizational development or learning, knowledge management, international development, or related field.
- Minimum 8 years of experience designing and implementing learning activities with partners and clients with basic understanding of adult learning principles, styles of learning, and principles of data/information presentation.
- Experience managing knowledge sharing events including monthly seminars/webinars, workshops, conferences, and peer learning sessions.
- Extensive experience working in global health and/or international development; field experience is preferred.
- Experience interacting with USG (especially USAID), including at least three years of experience working with a USG-funded organizations.
- Proven experience developing and implementing KM and strategic communication plans, and conceptualizing and developing technical products and communications materials
- Excellent writing, editing, and analytical skills.
- Proven experience developing website concepts and architecture, including in-depth understanding of IT and its utilization for knowledge management and distribution
- Fundamental understanding of information content and associated issues.
- Proven ability to develop effective working relationships with stakeholders at all levels
- Superior facilitation and interpersonal skills and demonstrated success in promoting multi-organizational collaboration.
- Familiarity with key concepts regarding design and delivery of USAID’s Collaborating, Learning, and Adapting (CLA) approach
- Fluency in English required; competency in other languages (French, Portuguese, Spanish, others) preferred.
