Burkina Faso: Senior Technical Advisor, M&E

Overview

Management Sciences for Health (MSH) is seeking a Senior Technical Advisor, M&E for an anticipated USAID-funded 5-year integrated health service delivery activity in Niger and Burkina Faso. The objective of the activity will be to improve the access and quality of high impact maternal, newborn, child, and adolescent health, family planning, and nutrition services at the community, primary health facility, and referral facility level.

OVERALL RESPONSIBILITIES

The Monitoring and Evaluation (M&E) Technical Advisor will develop and implement an overall project M&E strategy and framework that will ensure timely information and feedback to project stakeholders; develop the ability of key decision makers to communicate and manage information effectively; and develop systems, forums, protocols, and policies that facilitate communications between the technical team and other concerned parties. With the project team and stakeholder groups, s/he will plan for and conduct monitoring activities and ensure accurate and timely reporting to USAID and other donors. This may include leadership, management, coordination and strategic planning skills-building. The M&E Technical Advisor will also implement project activities aiming to develop MOH monitoring and evaluation capabilities, including health information systems.

Specific Responsibilities

1. Developing M&E framework and operational plan for the IHSA strategy, including roles and responsibilities; monitoring indicators and targets; data sources; measurement and reporting methods; evaluation topics and methodologies; and use of monitoring and evaluation data and findings for increased efficiency and effectiveness.
2. Overseeing the development and implementation of a project monitoring and evaluation plan that is capable of clearly and adequately reporting data that represent project performance to USAID in a timely manner.
3. Supervising the design and implementation of operational research and quality assurance protocols to identify issues hindering the project performance or to document best practices to be multiplied and shared with other stakeholders in Benin.
4. Supporting and the MOH to plan, advocate for, implement and assess activities that would strengthen their capacities in operations and management of data
5. Developing and maintain professional relationships with international, national, and local monitoring and evaluation policy makers, universities and schools of public health, and key personnel in appropriate monitoring and evaluation
6. Represent the project on monitoring and evaluation related activities and respond to any specific requirements from the COP.

Qualifications and Experience

1. Master’s degree in public health, social sciences or other related field.
2. At least eight (8) years of experience in health sector/systems monitoring and evaluation, with at least two years’ experience in an international or resource-challenged setting
3. Demonstrated leadership in the development and implementation of an M&E strategy and/or implementation plan for an effort of similar magnitude
4. Ability to provide advice, guidance, and consultation to high level officials on the interpretation and application of monitoring and evaluation data and findings
5. Demonstrated ability to develop and conduct robust assessments and evaluations.
6. Demonstrated knowledge of information and communications technology and its application to performance monitoring and evaluation
7. High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work results, and to monitor and evaluate implementation of programs
8. Excellent management and interpersonal skills
9. English (Level 4) and French fluency (verbal and written) required.
